An udāharaṇa of vidhāna, the sandhy-aṅga defined in the previous kārikā (nc.6.13) as 'what produces both joy and sorrow' (sukha-duḥkha-karam). Rādhā's first sight of Kṛṣṇa is exactly that mixed effect — wonder and delight at the youth, and in the same breath the loss of her own composure (L3–L4). Spoken aside to her friend on seeing Kṛṣṇa from a distance (Lalita-Mādhava 2.11).

viluṇṭhayatīhaplunders clean, right here (viluṇṭhayati + iha) iha — here and now, before my very eyesयहीं, मेरी आँखों के सामने ही लूट रहा है (इह — यहाँ और अभी)
yaḥthe very one who relative, picking up 'ko’yaṁ yuvā' of L1 — who is this youth… who robs meजो — पंक्ति १ के 'यह युवक कौन है' को उठाता है (जो युवक...
yaḥ — the very one who; iha — right here; mama dhṛti-dhanam — my treasure of composure; cetaḥ-koṣāt — from the strongroom of my heart; viluṇṭhayati — plunders clean

...the one who, right here before my eyes, plunders the treasure of my composure clean out of the strongroom of my heart.
The whole quatrain runs one extended metaphor (rūpaka): his eye-corners are thieves, her composure is wealth, her heart is the treasury they break into. That is why it illustrates vidhāna — the same sight both delights her (the wondering questions of L1–L2) and robs her (L3–L4), producing joy and sorrow at once.

An udāharaṇa of vidhāna, the sandhy-aṅga defined in nc.6.13 as 'what produces both joy and sorrow' — Rādhā's first sight of Kṛṣṇa (Lalita-Mādhava 2.11) at once delights her (L1–L2) and robs her of composure (L3–L4), through one sustained rūpaka: eye-corners as thieves, composure as wealth, heart as the treasury.
