he rādhike — O Rādhikā; tava udbhāsvaraṁ vadana-bimbam samīkṣya — having gazed upon the brilliantly shining orb of your face.
Kṛṣṇa speaks to Rādhā. O Rādhikā, he says, once the moon had gazed on the blazing, radiant orb of your face — round and bright like a moon itself — something happened to him. The verse now tells what that gaze did.
An udāharaṇa of vilobhanam, 'the description of the qualities of the nāyaka and others' — nāyakādi-guṇānāṁ yad varṇanaṁ tad vilobhanam, the kārikā just defined as a limb (aṅga) of the mukha-sandhi. Here the speaker is Kṛṣṇa (tatra kṛṣṇaḥ sannidhāya), and what he describes is the beauty of the nāyikā Rādhā, so the verse exemplifies that definition. Quoted from the Lalita-Mādhava, act 1 (1.14).

trapā-bhara-parīta-dhīḥ — his mind swamped by a heavy load of shame; asya tulya-śriyam śrayitum — in order to win a beauty equal to that face's.
The sight overwhelmed the moon with shame — he saw a face that outshone him. So his one thought became: how do I gain beauty to match hers? Everything he does next is aimed at that — to win a splendor equal to your face.

kilaso the story goes, as they say kila flags the fancy (utprekṣā) as a reported tale, not a factमानो, कहते हैं — 'किल' इस उत्प्रेक्षा को सुनी-सुनाई बात बताता है, न कि वास्तविक तथ्य
kṛśī-bhavangrowing thin, wasting away the waning of the moon read as an ascetic's emaciationदुबला होता हुआ — चन्द्रमा का क्षीण होना तपस्वी की कृशता के रूप में

śaśī kila — the moon, so they say; kṛśī-bhavan — growing thin; suradhunī-taraṅga-ukṣitāṁ [jaṭāṭavīm] — [in the matted-hair thicket] sprinkled by the waves of the celestial Ganges.
And so, they say, the moon has been wasting thinner and thinner — that is why he wanes. He has gone off to the one place fit for penance: the thicket of Śiva's matted locks, kept wet by the spray of the heavenly Ganges that runs through them.

kapardinaḥ sphuṭa-jaṭāṭavīm āsthitaḥ — having taken his seat in the sprawling matted-locks thicket of Śiva; tapasyati — he performs austerities.
Seated deep in that spreading thicket of Śiva's matted hair, the moon now does penance. The picture is exact: the crescent really does rest in Śiva's locks, beside the Ganges. Kṛṣṇa turns all of it into a compliment — your face so outshone the moon that, shamed and shrunken, he has gone to do austerities just to earn beauty like yours. Describing Rādhā's beauty this way is the vilobhanam the kārikā defined.
The conceit (utprekṣā) fits the actual images: the waning moon = an ascetic grown thin; the crescent lodged in Śiva's matted hair, wet with the Gaṅgā that flows from it = the moon seated at his place of penance. The whole fancy serves one end — praising the surpassing radiance of Rādhā's face, and so illustrating vilobhanam, the description of the heroine's qualities.

An udāharaṇa of vilobhanam — 'the description of the nāyaka's and others' qualities' — the limb of the mukha-sandhi the preceding kārikā defined; quoted from the Lalita-Mādhava, act 1 (1.14), where Kṛṣṇa praises Rādhā's face by fancying (utprekṣā) that the waning moon, outshone and shamed, has withdrawn into Śiva's locks to do austerities for beauty like hers.
