upakṣepaḥ tu — now upakṣepa; budhaiḥ — the wise; bījasya sūcanam — [call it] the hinting of the seed; kathyate — is said to be.
First comes upakṣepa. The learned define it as the hinting of the bīja — the seed of the plot. It is the play's very first faint clue, where the germ of the whole story is only just dropped, not yet opened out. So the wise call it the 'throwing-in'.
This defines upakṣepa, the first of the aṅgas (limbs) of the mukha-sandhi, the opening juncture — the aṅgas were just listed in v003. bīja is a technical term: the 'seed', the first and subtlest of the five plot-elements (arthaprakṛti), the germ that unfolds into the entire action. upakṣepa is the moment that first hints at it. The lead-in 'tatropakṣepaḥ' ('there, first the upakṣepa') opens the run of definitions.
budhaiḥ tu bījasya sūcanam upakṣepaḥ kathyate.
The learned, for their part, call upakṣepa the hinting of the bīja — the first faint dropping of a clue to the seed from which the whole plot will later grow.
Defines the first aṅga of the mukha-sandhi (the opening juncture), upakṣepa, whose limbs were just listed in v003 — it is the play's opening hint at the bīja, the plot-seed, and the tu opens the run of aṅga-definitions one by one.
