hareḥof Hari — it is Kṛṣṇa's chest that the whole verse praises genitive naming whose chest this is; picked up by vakṣaḥ-sthalam in L2हरि (कृष्ण) का — यह वक्षःस्थल जिसका है
hareḥ — of Hari; [vakṣaḥ-sthalam, named in L2] — the chest; sphuran-maṇi-sarādhikaṁ — resplendent with a glittering jewel-necklace; nava-tamāla-nīlaṁ — dark-blue as a fresh tamāla.
Here is the illustration of the bindu, quoted from the fifth act of the Lalita-Mādhava. The verse sings the praise of Hari's chest. It is dark-blue, the very colour of a fresh tamāla tree, and a glittering necklace of jewels lies across it, making it shine all the more.
An udāharaṇa of the bindu (the 'drop') — the arthaprakṛti defined at nc.5.4 (ref 33) as 'that which keeps the main fruit unbroken when incidentally-mentioned matters interrupt it', and directed to be cast again and again in the middle of the play (tayoḥ sandhāna-hetutvān madhye binduṁ muhuḥ kṣipet, nc.5.10 / ref 39). Quoted here from Lalita-Mādhava 5.23. In act 5 (the garbha-sandhi) this verse on Kṛṣṇa's beauty keeps the main thread — the longed-for union of Rādhā and Mādhava — flowing on, and so functions as a bindu. tamāla: a dark-barked tree, the stock comparison for Kṛṣṇa's dark complexion.

Fresh kuṅkuma, that red-gold saffron paste, is smeared across it. All glory to this captivating chest of Hari — may it be ever triumphant. This broad chest is the one thing the whole verse is in praise of.

uḍu-stavakitaṁ sadā taḍid-udīrṇa-lakṣmī-bharaṁ
uḍu-stavakitaṁstudded as if with clusters of stars uḍu = star; -stavakita = gathered into bunches, clusteredतारों के गुच्छों से युक्त (उडु = तारा; स्तवकित = गुच्छों में गुँथा हुआ)
sadāalways, without ceasingसदा, सर्वदा
taḍid-udīrṇa-lakṣmī-bharaṁbearing a surge of splendour bright as risen lightning lakṣmī does double duty — 'golden radiance' and Lakṣmī/Śrī, who dwells on Viṣṇu's chestबिजली की भाँति उठी हुई लक्ष्मी (सुनहरी कान्ति एवं श्री) की प्रचुरता को धारण किए हुए
uḍu-stavakitaṁ — studded with star-clusters; sadā — forever; taḍid-udīrṇa-lakṣmī-bharaṁ — bearing a surge of splendour bright as risen lightning.
The jewels on it look like clusters of stars scattered over it. And it carries, always, a mass of golden radiance, bright as lightning flashing up. That word lakṣmī works two ways at once — the golden brilliance, and Lakṣmī herself, Śrī, who forever rests on the chest of Viṣṇu.
The śleṣa on lakṣmī is deliberate: 'radiant beauty' as risen lightning, and Lakṣmī/Śrī, the consort who eternally abides on the chest of Viṣṇu-Kṛṣṇa. Both readings stand, and both feed the cloud-picture of the next line — golden Lakṣmī against the dark-blue chest just as golden lightning flashes against a dark cloud.

The last line gathers it all into one picture: the chest shines forth, richly and vividly, playful and at ease, exactly like a monsoon rain-cloud. Read the mapping. The dark tamāla-blue chest is the dark cloud. The jewel-necklace and the star-like studs are the stars set around it. The lightning-bright golden lakṣmī — the kuṅkuma, and Śrī herself — is the lightning flashing inside the cloud. So Kṛṣṇa's chest blazes like a star-lit, lightning-streaked cloud.

An udāharaṇa of the bindu (arthaprakṛti, nc.5.4), quoted from Lalita-Mādhava 5.23: a verse on Kṛṣṇa's beauty that, cast into the middle of act five, keeps the main thread of Rādhā-Mādhava's union unbroken and so does the bindu's work.
