śarad-utsavaḥ — the autumn festival; cakāsti — is shining forth; vaiṣṇavānāṁ sabhā — the assembly of the Vaiṣṇavas; sphurati — stirs and gleams.
The sūtradhāra opens his praise. The autumn festival is shining forth, he says, and the gathered assembly of the Vaiṣṇavas is astir and aglow. Right away he praises two things at once — the occasion and the devotees who have come to watch. That is prarocanā at work: praise the time and the audience to whet their eagerness.
An udāharaṇa of prarocanā, 'the whetting of the audience's eagerness,' the prologue-device defined in the preceding kārikā 19 (v009): the sūtradhāra rouses the spectators by praising the occasion, the assembly, the story, and the hero. This illustration is quoted from the Lalita-Mādhava (1.7), spoken by the sūtradhāra himself in that play's prologue — the lead-in has him say 'kim ity evam ucyate? paśya paśya—' ('Why say so? Look, look—') and then recite these lines.

girirthe mountain giri, nom. sg., subject of udgiratiपर्वत — udgirati की कर्ता
udgiratipours forth, spews up, gushes out ud-√gṝ, pres. 3sg — an upwelling, like a springउगल रहा है, ऊपर की ओर उमड़ा रहा है (ud-√gṝ — जैसे सोता फूट पड़े)
amala-kīrti-dhārāṁa stream of [Hari's] spotless glory acc. sg., object; amala = spotless, kīrti = fame, dhārā = an unbroken streamनिर्मल कीर्ति की अखण्ड धारा को (कर्म, द्वितीया)
hareḥof Hari — whose fame it is gen., qualifying kīrtiहरि की (kīrti का विशेषण, षष्ठी)
cirasya — at long last; girir — the mountain; hareḥ amala-kīrti-dhārāṁ — a stream of Hari's spotless glory; udgirati — pours forth.
At long last, he goes on, the very mountain is gushing up an unbroken stream of Hari's spotless fame. After the long wait the pure glory of Kṛṣṇa comes pouring out like water from a spring. Here he praises the story itself — the kathā the play will carry — for it is nothing but the fame of Hari about to be told.
cirasya is a genitive of time doing adverbial duty, 'after a long time.' The image is of the mountain as an inexhaustible source welling up Hari's glory — an apt figure for a story whose telling never runs dry.

And then the crown of it all: what more need be said? Here, sweet-formed Mādhava himself blazes into view. This is the summit of the praise — the hero, Kṛṣṇa of the honeyed form, appearing radiantly before the audience. He has now praised the nātha, the leading figure of the play, capping the list the prarocanā calls for.

So he turns to the spectators directly. All this — the festival, the assembly, Hari's fame, Mādhava appearing — is the supreme dawn of your own utterly pure and holy good fortune. He tells them how blessed they are: it is the ripening of their pure merit that has brought them to this moment. Telling the audience their good fortune is the finishing stroke of the prarocanā, leaving them eager and expectant for the play to begin.
para-udayaḥ, 'the supreme rising.' Against the backdrop of the autumn festival and Mādhava's shining forth, udaya — the standard word for the rising of sun or moon — lends the line the resonance of a bright autumn moonrise, a fitting image for the appearing of the sweet-formed Lord.
