deśa-kāla-kathā-nātha-sabhyādīnāṁ praśaṁsayā — by praise of the place, the time, the story, the lord, the cultured spectators, and the rest.
Here Rūpa defines the prarocanā. It works by praise. The poet, through the sūtradhāra, praises the place where the play is staged, the occasion, the story he is about to tell, the lord or patron (or the hero), and the learned spectators gathered to watch — and other such things too, since ādi leaves the list open. All this praise is the means; what it achieves comes in the second line.
sabhya means a member of the sabhā — a cultured, qualified spectator, the connoisseur whose approval matters. nātha, 'the lord,' can be the royal patron in whose court the play runs, or the hero, or the presiding figure honoured on the occasion; the kārikā keeps it general.

śrotṝṇām unmukhīkāraḥ [yaḥ, saḥ] iyaṁ prarocanā kathitā — the rousing of the listeners into eagerness — this is declared to be the prarocanā.
And here is the effect. That praise makes the listeners eager. It turns their faces toward the play, leaves them keen and expectant, ready to receive it. This rousing of the audience into eagerness is what we call the prarocanā.
prarocanā comes from pra-√ruc, 'to make pleasing, to whet the appetite' — literally the whetting of the audience's relish for the play. It is one of the aṅgas of the prastāvanā (the prologue), the device by which the sūtradhāra kindles the spectators' interest before the drama proper begins.
deśa-kāla-kathā-nātha-sabhya-ādīnāṁ praśaṁsayā śrotṝṇām unmukhīkāraḥ [yaḥ, saḥ] iyaṁ prarocanā kathitā.

The rousing of the listeners into eager expectancy — brought about by praising the place where the play is staged, the occasion, the story about to be told, the lord (the patron or the hero), the cultured spectators gathered to watch, and other such things too — this is what is declared to be the prarocanā.
The lakṣaṇa of the prarocanā, an aṅga of the prastāvanā: it defines the device by naming both its means (praise) and its effect (making the audience eager).
