The verse — decoded
L1definition
kaścid aṣṭa-padāṁ pādair aṣṭabhiḥ padyayor jagau ||
kaścidsome poet — the one who did the reciting (so: one accepted usage, not the fixed rule) nom. sg.; subject of jagau — 'kaścit' flags this as a variant practiceकोई एक कवि — 'कश्चित्' कहकर यह एक अन्य प्रचलित रीति की ओर संकेत होता है
aṣṭa-padāṁthe eight-worded nāndī (aṣṭapadā), as the thing he sang acc. sg. fem.; the nāndī is understood as the nounआठ पदों वाली (नान्दी) को — यहाँ नान्दी ही कर्म-रूप में समझी जाती है
pādair aṣṭabhiḥby using eight metrical pādas (quarter-lines) instr. pl. of means; here pāda = a metrical quarter, not 'word'आठ पादों के द्वारा — यहाँ पाद का अर्थ छन्द का चरण है, 'शब्द' नहीं

kaścit — a certain poet; aṣṭa-padām — the eight-worded nāndī; padyayoḥ — within two verses; pādaiḥ aṣṭabhiḥ — by means of eight metrical pādas; jagau — sang.
The eight-worded nāndī need not sit in a single verse. Some poet recited it using eight metrical pādas — that is, spread across two ślokas. So aṣṭapadā counts the eight words that are invoked, while the eight pādas are the metrical quarters that carry them.
Watch the two near-identical words. 'aṣṭa-padā' names the nāndī by its eight pada = eight words (the eight things blessed, as in the 'aṣṭau prokṣya' verse just cited); 'aṣṭabhiḥ pādaiḥ' counts eight pāda = eight metrical quarter-lines, which make up two anuṣṭubh ślokas. Rūpa's point: one poet fit the eight-word nāndī into that two-verse, eight-quarter frame.
kaścit aṣṭa-padām [nāndīm] padyayoḥ aṣṭabhiḥ pādaiḥ jagau
Some poet sang the eight-worded nāndī not in a single verse but by means of eight metrical quarter-lines — that is, spread across two ślokas.
A kārikā recording one accepted variant practice: the aṣṭapadā (eight-word) nāndī may be carried in eight metrical pādas, filling two verses, rather than confined to one.
