haśi is in the locative (saptamī) case, ca is an indeclinable word; this sūtra has two words. From ‘ato ror aplutād aplute’, the words ato ror aplutāt are carried over (anuvṛtti).
In place of the r belonging to ru, coming after an apluta short akāra, the ukāra substitute occurs when the haś pratyāhāra follows.
The work of this sūtra too is just to effect the utva, but the sūtra ‘ato ror aplutād aplute’ applies when a short akāra follows, whereas the sūtra ‘haśi ca’ applies when the haś pratyāhāra follows. This much alone is the difference between these two sūtras; in everything else they are alike. Therefore these two sūtras are parallel sūtras.
śivo vandyaḥ. Śiva is worthy of veneration. In śivas + vandyaḥ, when the rutva occurs in place of the sakāra, śivar + vandyaḥ is formed. The vakāra in vandyaḥ is a hal (consonant) letter. Therefore, a short akāra following —
— since it is not present, the utva could not be effected by ‘ato ror aplutād aplute’, so ‘haśi ca’ became necessary. Since this sūtra, when the haś in the form of the vakāra follows, effected the ukāra substitute in place of the repha, śiva + u + vandyaḥ is formed. In śiva + u, when guṇa occurs by ‘ād guṇaḥ’, the form is established — śivo vandyaḥ.
