In the Bhāṇḍīra grove, a many-sided wrangling debate is going on. The verse holds it in the accusative — it is the thing being listened to, which we reach only in line 3.
भाण्डीर वृक्ष पर चढ़ी हुई लताओं में बार-बार होते हुए खण्डनमात्र वाले विवाद को — (आगे की पंक्ति से जुड़ता है)।
An udāharaṇa illustrating adbhuta-anurasa — the 'wonder' secondary rasa (adbhuta / vismaya) arising as a semblance of rasa (rasābhāsa); the lead-in reads atha adbhutānurasaḥ, 'now the wonder-anurasa' (BRS 4.9.35). vitaṇḍā is technical: in Nyāya it names the third kind of debate — captious refutation that tears down an opponent without establishing any thesis of its own; here it is the parrots' quarrelsome back-and-forth.

As the sage listens on, his eyelashes stop blinking — he is frozen, staring. That fixed, unblinking gaze is a bodily sign of wonder taking hold.

And his whole body bristles, hair on end. So the divine sage — Nārada, as Viśvanātha names him — ends up standing there, eyes unblinking and skin thrilled. Two textbook signs of wonder, brought on by parrots debating Vedānta. That misfit of great emotion at a trivial object is what makes the wonder here an anurasa, a semblance of rasa.

Jīva reads bhāṇḍīra-kakṣe as 'on the creepers climbing up over the Bhāṇḍīra tree.' He backs the odd word kakṣa with the Viśva lexicon, which lists its senses as fragrance, grass, a dry forest, and a climbing creeper. Of those, the creeper sense is what fits the scene.
यहाँ 'भाण्डीर-कक्ष' का अर्थ है — उस वृक्ष पर ऊपर चढ़ी हुई लताओं में। 'कक्ष' शब्द सुगन्ध, तृण, सूखे वन और लता — इन अर्थों में आता है, ऐसा विश्वप्रकाश कोश में कहा गया है। (यहाँ लता वाला अर्थ ही ठीक बैठता है।)
viśvaḥ names the Viśvaprakāśa, the Sanskrit lexicon (kośa) of Maheśvara, routinely cited by the commentators to settle a rare word's meaning.
'विश्वः' से विश्वप्रकाश नामक संस्कृत कोश का बोध होता है, जो महेश्वर का रचा हुआ है; किसी दुर्लभ शब्द का अर्थ निश्चित करने के लिए टीकाकार प्रायः इसी को उद्धृत करते हैं।

Then Viśvanātha runs the rest of the scene together: there, listening to the parrot-flock's disputation over Vedānta, the divine sage. Two clarifications along the way — he adds 'bird' (pakṣi) so śuka can only mean a parrot, not the sage Śukadeva; and he glosses the Nyāya word vitaṇḍā plainly as vāda-vicāra, an argumentative debate. And he names the divine sage of the verse: Nārada.
