L1definition
bāla-śabdādy-upanyāso virasokti-prapañcanam |
bāla-śabdādy-upanyāsaḥdragging in crude words like 'bāla' — calling the hero a mere 'boy' the -ādi ('and such') opens the list of vulgar diction; this is the first item'बाल' आदि (ऐसे ही) फूहड़ शब्दों को बीच में ले आना
bāla-śabdādy-upanyāsaḥ — bringing in words such as 'bāla'; virasa-ukti-prapañcanam — [and] elaborating insipid, tasteless speech
Now the fault called grāmyatva, rustic vulgarity. One mark of it is hauling in coarse words like 'bāla' — addressing the hero as a mere 'boy.' Another is spinning out flat, tasteless speech.
grāmyatva ('rusticity, village-coarseness') is being defined here as one of the faults that make rasa misfire — the topic of this ninth laharī on rasābhāsa. The lead-in 'atha grāmyatvam' places it in that list.

kaṭī-kaṇḍūtir ity ādyaṁ grāmyatvaṁ kathitaṁ budhaiḥ ||
kaṭī-kaṇḍūtir ity ādyamand blunt remarks such as 'an itching of the loins,' and the like'कटी-कण्डूति' (कमर की खुजली) इत्यादि से आरम्भ होने वाला
grāmyatvam— this is grāmyatva (rustic vulgarity)ग्राम्यत्व (गँवारपन) नामक दोष
kathitaṁ budhaiḥso the wise have named itविद्वानों (बुधों) के द्वारा कहा गया है
kaṭī-kaṇḍūtir ity ādyam — coarse remarks like 'an itching of the loins,' and such; grāmyatvam — [all this] is grāmyatva; kathitaṁ budhaiḥ — so called by the wise
Add on crude sexual remarks — 'an itching of the loins' and the like. All of this together the wise call grāmyatva, rustic vulgarity. Because the diction is coarse, the rasa it tries to carry misfires.

The illustration. The young serpent-girls of the pool complain: 'Why do you always — us young snake-maidens who live in the water —'. The line runs on into L4.
An udāharaṇa of the first form of grāmyatva just defined in 4.9.28 — bāla-śabdādy-upanyāsa, the adducing of crude words like 'bāla.' The lead-in 'tatra ādyaṁ, yathā' says 'the first kind, as follows.'

'—with the sound of your flute, O cowherd-boy, undo the skirt-knots of us water-dwelling snake-maidens?' The coarse word for the hero ('bāla,' a mere boy) and the blunt talk of loosened skirt-knots are exactly the rustic diction the verse just defined.

kailāsa-vāsinīnām iva — as with the Kailāsa-dwelling women; purāṇāntara-kathita-rītyā — per the manner told in another Purāṇa; phaṇi-kiśorīṇām api udāhṛtim — the utterance of the serpent-maidens too; uparasa eva — as mere uparasa; avajñayā — with disdain; varṇayati — he portrays; kiṁ na iti — 'kiṁ naḥ' etc.
Jīva sets up the example. As another Purāṇa tells of the women living on Kailāsa, so here the young serpent-maidens' speech is only uparasa — a defective near-rasa, not the real thing. Rūpa presents it with disdain, in the verse beginning 'kiṁ naḥ.'
uparasa: within rasābhāsa (misfired rasa), the sub-type where a would-be rasa is voiced by an unfit party or in a defective way, so it only resembles rasa. Jīva likens the case to a parallel about women of Kailāsa recounted 'in another Purāṇa'; that source is not named here, so it is left as he gives it.

Jīva glosses 'puṣkara-sad': it names the serpent-women who live in the water of Kāliya's lake.

Jīva makes the point. Kṛṣṇa was in boyhood then, true — but his very flute-sound had already stirred the kaiśora, adolescent, mood in him. So the maidens' calling him 'bāla,' a mere boy, only exposes their own coarseness. That is why the address counts as grāmyatva.

Viśvanātha states it flatly. Like the tale of the Kailāsa women told in another Purāṇa, the serpent-maidens' speech here is simply uparasa — a mere semblance of rasa, not the genuine thing.

uparasa: the rasābhāsa sub-type in which a would-be rasa, voiced by an unfit party, only resembles true rasa. Viśvanātha, like Jīva, points to a parallel about the women of Kailāsa 'told in another Purāṇa,' which he leaves unnamed.
