The sentence runs across both mūla lines; L1 sets the condition (the hero's equal love), L2 states what 'some' call it.

… toward many heroines at once — some declare this a pure uparasa. That is: because the hero spreads one equal love over many women, his mood does not rise to full rasa; it stays a lesser, off-key rasa — and a clean-cut instance of it at that.
जब नायक अनेक नायिकाओं में भी समान राग रखता है, तब कुछ लोग उसे शुचि (निर्मल) उपरस कहते हैं।
uparasa: in this laharī's list of rasābhāsa (rasa that misfires), uparasa names a rasa that falls just short of the real thing. Here the defect is the hero's undifferentiated, evenly-spread love — no single beloved held dearest — so the mood cannot mature into full rasa.
उपरस — इस लहरी की रसाभास-सूची में (अर्थात् वह रस जो चूक जाता है) उपरस उस रस का नाम है जो असली रस से थोड़ा-सा नीचे रह जाता है। यहाँ दोष यह है कि नायक का प्रेम बिना भेद के सब में एक-सा फैला है — कोई एक प्रिया सबसे प्रिय नहीं — इसलिए वह भाव पूर्ण रस तक परिपक्व नहीं हो पाता।

Jīva pins down who the verse's 'some' are. Not just anybody with an opinion — they are people who know the truth of rasa. So the view being reported carries weight; it comes from those who understand the subject.

Viśvanātha reads the whole line in one breath. The heroines are many, and of many grades — high, middling, low — because their love ranks in degrees. Now the hero loves them all equally; and Viśvanātha adds the reason — because he does not tell one from another, drawing no distinction among them. Just this, some knowers of rasa call uparasa.
प्रेम की तरतमता के द्वारा उत्तम, मध्यम और कनिष्ठ भेद से बहुत प्रकार की अनेक नायिकाओं में, नायक के विवेक के अभाव के कारण समान राग होने से, कुछ रस-तत्त्व के ज्ञाता (इस भाव को) उपरस कहते हैं।
The added link is Viśvanātha's own: he supplies nāyakasya vivekābhāvena — 'because the hero lacks discrimination' — as the ground of the equal love, naming why the mood degrades to uparasa. Jīva does not state this cause; the two glosses are left as they stand.
यहाँ जोड़ी गई कड़ी विश्वनाथ की अपनी है — वे 'नायक के विवेक के अभाव के कारण' यह हेतु देते हैं, अर्थात् नायक भेद नहीं कर पाता, यही समान राग का मूल है, और इसी से भाव घटकर उपरस बन जाता है। जीव गोस्वामी यह हेतु नहीं बताते; दोनों व्याख्याएँ अपने-अपने रूप में रहने दी गई हैं।
