This is a case of maitrī, friendship between moods — hāsya and karuṇa are the friends of vatsala, strengthening it rather than clashing with it.

This laharī treats maitrī-vaira-sthiti — which rasas are friends, which enemies, which neutral. Here the friendship (maitrī) is stated: two moods feed a third.

kāla-bheda = a difference of grammatical tense/time; Jīva notes it only as a minor feature of the cited verse, not as part of the maitrī argument.
काल-भेद = व्याकरण के अनुसार काल (समय) का अन्तर; जीव इसे उद्धृत श्लोक की एक गौण विशेषता के रूप में ही बताते हैं, मैत्री के तर्क का अंग बनाकर नहीं।
