This is an illustrative verse (udāharaṇa) in a father's voice, marveling that he could call the Supreme his own child — an instance of vatsala (parental) affection; Mukunda identifies the speaker as Vasudeva. The wonder builds across two clauses (Vedas call him parameśa, Sātvatas call him Bhagavān) before the punch line in L3-L4.

How could my reckless tongue ever dare to voice it? The whole verse is one gasp of wonder: the father cannot believe he gets to call the Lord of the Vedas his own child.

Jīva does not stop at 'all the Vedas.' He reads 'samasta-nigamāḥ' through the root — those who 'nigamayanti,' who bring the whole meaning of scripture to a settled, harmonized conclusion. By the Vedānta-sūtra maxim 'tat tu samanvayāt' (all texts converge on Brahman), these are the Vedāntins. So: it is the Vedāntins who call him the Supreme Lord.
'तत् तु समन्वयात्' इस न्याय के अनुसार — जो निगमों के समस्त अर्थ का समन्वय करते हैं, वे वेदान्ती हैं; यही अर्थ है।
Why cited: The Vedānta-sūtra 1.1.4 maxim of samanvaya (all scripture harmonizes in Brahman), adduced to license reading 'samasta-nigamāḥ' not as 'all the Vedas' but as 'those who harmonize the whole meaning of the nigamas' — the Vedāntins.

Viśvanātha fills out the whole line: 'parameśa' = the Supreme Brahman; 'sātvatas' = the Pāñcarātrikas; 'uśanti' = 'manyante,' they hold him to be Bhagavān. Then the marvel — my reckless tongue: how could it ever wish to say to him, 'you are [my] son'? Note his construe reads 'sāhasikī' with 'tongue' (nominative) and takes 'tvaṁ' as words spoken to Kṛṣṇa; the mūla as printed has the accusatives 'sāhasikīṁ tvāṁ.'
