Whatever rasas fall outside the ones just listed as friend or foe, the wise count as neutral. Taṭastha literally means 'standing on the bank' — off to the side, taking neither part.
जिन रसों का ऊपर वर्णन किया गया, उनसे भिन्न जो रस हों, वे तटस्थ कहलाते हैं। सत्पुरुषों का यही मत है।

But suppose you try to mix two rasas as exact equals, balanced like two pans of a scale. That evenness is nearly impossible to pull off. One will always tip heavier than the other.

Since equal balance can't be had, the learned say rasas should join as body and limb: one rasa stays the main one (aṅgin), the other serves it as a supporting limb (aṅga). That is how a proper blend works.
इसलिए अंग-अंगी भाव से ही उनका मिलन हो — यही विद्वानों को अभीष्ट है।
aṅga-aṅgi-bhāva — 'limb-and-body relation': one element is principal (aṅgin), the other subordinate (aṅga) and made to serve it. Rūpa's standard rule for combining rasas.
