Jīva picks up the verse's first word, "bībhatsasya," to mark where his gloss begins.

tāpasa-ālambanakaḥis the one that rests on the ascetic (tāpasa) as its object bahuvrīhi; ālambana = the person a rasa rests onजिसका आलम्बन तपस्वी है (तापस-आलम्बन वाला)
āraddha-rati-bhakta-ādy-avalambanaḥis the one resting on a devotee in whom rati has begun, and the like bahuvrīhi; āraddha-rati = rati already sproutedजिसका अवलम्बन आरब्ध-रति वाले भक्त आदि हैं
atra — here; śāntaḥ — śānta; tāpasa-ālambanakaḥ — is the one whose object is the ascetic; prītaḥ — prīti; āraddha-rati-bhakta-ādi-avalambanaḥ — is the one resting on a devotee in whom rati has begun, and such.
Jīva narrows which śānta and which prīti actually befriend disgust. The śānta meant is the one whose object is the ascetic — the tāpasa who has turned away from body and world. The prīti (dāsya) meant is the one resting on a devotee in whom rati has already begun to sprout, and cases like it.
ālambana / avalambana: the person or object on whom a rasa rests — its "support." Naming the ālambana is how Jīva picks out the exact śānta and prīti that pair with disgust.

hāsyasya suhṛttvaṁ — hāsya's being a friend; vidūṣaka-ādi-kṛta-kuveśa-ādau jñeyam — is to be understood in cases like the jester's ugly costume; na tu sarvatra — but not everywhere.
Jīva restricts how hāsya befriends disgust. When the jester (vidūṣaka) dresses up in a repulsive, ugly getup, the costume raises laughter and disgust together — there the two rasas cooperate. But not everywhere: laughter is not disgust's friend across the board.
