mitra / śatru here is the technical maitrī-vaira scheme of the laharī: a 'friend' rasa is one that, joined as a subordinate (aṅga), nourishes the principal rasa (aṅgin); a 'foe' is one whose joining destroys it.
यहाँ मित्र और शत्रु लहरी की तकनीकी मैत्री-वैर योजना है — 'मित्र' रस वह है जो अंग रूप में मिलकर प्रधान (अंगी) रस का पोषण करता है; 'शत्रु' वह है जिसका मिलन उसे नष्ट कर देता है।

'best friend' (suhṛd-vara) is the top grade of friendly rasa in this scheme — a rasa that most strongly nourishes the principal one when mixed in.

Jīva sets the frame. The devotional emotions (bhāva) are located in five kinds of person: (1) the Kṛṣṇa-devotee who himself tastes the principal rasa; (2) Kṛṣṇa himself; (3) another devotee of his; (4) someone indifferent to him; (5) someone opposed to him. This five-fold grid is what makes some rasas friends and others foes.
यहाँ स्वयं अंगी रस का अनुभव करनेवाला श्रीकृष्ण-भक्त, श्रीकृष्ण, उसका दूसरा भक्त, उससे उदासीन तथा उसका विरोधी — इन पाँच आश्रयों में स्थित रूप से भाव लक्षित होते हैं।
aṅgin (principal) vs aṅga (subordinate): the aṅgi-rasa is the one main mood the work is built around — like the trunk of a tree; other rasas mixed in are aṅga, the branches. Whether a branch-rasa nourishes or spoils the trunk-rasa is exactly the friend/foe question.
अंगी और अंग का भेद — अंगी रस वह एक प्रमुख भाव है जिसके चारों ओर रचना खड़ी होती है, मानो वृक्ष का तना; उसमें मिले हुए अन्य रस अंग हैं, अर्थात् शाखाएँ। कोई शाखा-रस तने-रूप अंगी रस का पोषण करता है या उसे बिगाड़ता है — यही मित्र-शत्रु का प्रश्न है।

Here is the principle. Join the main rasa to a wrong subordinate and you wreck it; join it to a fitting one and you feed it. Since this needs stating, and to show which is which for śānta, Rūpa opens with the words 'śāntasya…'.
वहाँ अंगी रस का किसी अनुचित अंग के साथ मिलन होने पर रस का विघात हो जाता है, परन्तु उचित मिलन होने पर उसका पोषण होता है — यह कहना अभीष्ट होने पर, शान्त के उन दोनों (मित्र और शत्रु) को दिखाने के लिए पहले 'शान्तस्य' इत्यादि कहते हैं।

Take the ascetic kind of śānta devotee (tapasvī). For him bībhatsa and dharma-vīra count as friends, and here is why. Dwelling on how disgusting the indifferent and the hostile are makes bībhatsa (revulsion) rise in him; and weighing how righteous Kṛṣṇa and his devotees are makes dharma-vīra (righteous heroism) rise. Both movements feed his śānta.
यहाँ बीभत्स और धर्मवीर — ये दोनों तपस्वी-शान्त के मित्र जानने चाहिए, क्योंकि उससे उदासीन और उसके विरोधी के प्रति घृणा की भावना से बीभत्स रस उदित होता है, तथा श्रीकृष्ण और उनके भक्त की धार्मिकता के विचार से धर्मवीर रस उदित होता है।
Two kinds of śānta devotee run through this passage: the tapasvī (ascetic), who reaches calm through austerity and discrimination and so still reacts to the disgusting and the righteous; and the ātmārāma (self-satisfied sage of s4), who rests wholly in the self and does not attend to such things.
इस प्रसंग में दो प्रकार के शान्त भक्त हैं — तपस्वी, जो तप और विवेक से शान्ति पाता है और इसीलिए घृणित तथा धार्मिक विषयों पर अब भी प्रतिक्रिया करता है; और आत्माराम (स४ का आत्मतृप्त मुनि), जो पूर्णतः आत्मा में विश्रान्त रहता है और ऐसी बातों पर ध्यान नहीं देता।

But wonder is different — it reaches even the near-śānta ascetic. A two-fold camatkāra toward Bhagavān springs up in him. First, from a joy of tasting Kṛṣṇa's sweetness (mādhurya) that outstrips even the ordinary joy of feeling one's bhāva. Second, sometimes, from the sheer astonishment of his pastimes of crushing the enemy side. Either way, adbhuta rises without any effortful reflection — which is why it befriends even this śānta.
परन्तु शान्त तथा शान्त-प्राय तपस्वी के भी श्रीभगवान् के विषय में दो प्रकार से चमत्कार उत्पन्न होता है — एक, भाव के अनुभव के आनन्द से भी बढ़कर उनके माधुर्य के अनुभव के आनन्द से; और दूसरा, कहीं-कहीं शत्रुपक्ष के निग्रह आदि लीला की आश्चर्यता से।

Jīva unpacks the verse's word 'martyānuvidha': Kṛṣṇa conforms to mortals — he shows only as much power as a human pastime calls for, no more. And yet he still actually crushes the enemy and so on — that deed is his. That is the sense: the wonder is that full mastery shows through a self-imposed mortal limit.
'मर्त्यों का अनुविधान करता है' अर्थात् अनुकरण करता है — मर्त्य-लीला के योग्य शक्ति को ही प्रकट करता है, अधिक नहीं; तथापि वह निग्रह आदि करता ही है — जो श्लोक का 'तस्य' (उसका) पद है, उसका यही अर्थ है।

Here Viśvanātha draws a firm line. The ātmārāma śānta — absorbed in the self — does not engage those reflections at all. So if a poet tried to bring bībhatsa or dharma-vīra in as a subordinate of his śānta, it would be a plain defect, not a nourishing.
और आत्माराम-शान्त के विषय में, वह उन-उन विषयों पर ध्यान ही नहीं देता, इसलिए कवि यदि उन (बीभत्स-धर्मवीर) को उसके अंग रूप में वर्णन करे तो दोष ही होगा।
Note the divergence from Jīva: on the ātmārāma-śānta Jīva (s4) still finds a best friend (pointing to adbhuta), whereas Viśvanātha here says forcing bībhatsa/dharma-vīra onto him would be an outright fault. The two readings are left standing side by side.

martyān anuvidhatte anukaroti — मर्त्यों का अनुविधान अर्थात् अनुकरण करता है; martya-līlā-ucitām eva śaktiṁ vyañjayati — मर्त्य-लीला के योग्य शक्ति को ही प्रकट करता है; na adhikāṁ — अधिक नहीं; tathā api — तथापि; yaḥ tu nigraha-ādikaṁ karoti — जो निग्रह आदि करता है; tasya iti arthaḥ — उसी का यही अर्थ है।
Viśvanātha unpacks 'martyānuvidha': Kṛṣṇa conforms to mortals, showing only the power a human pastime calls for, no more. And yet — the very one who still carries out the crushing of foes — it is of him that the verse speaks. That is the sense: mortal limit outside, full mastery within.
'मर्त्यों का अनुविधान करता है' अर्थात् अनुकरण करता है — मर्त्य-लीला के योग्य शक्ति को ही प्रकट करता है, अधिक नहीं; तथापि जो निग्रह आदि करता है, श्लोक का 'तस्य' (उसका) पद उसी का बोधक है — यही अर्थ है।
