A smoldering husk-fire is blazing in my very vitals, you foul-mouthed woman! The words are flung in fury — the speaker is Mukharā, as Jīva makes clear below, and the target is Jaṭilā.
An udāharaṇa (illustrative verse) of laharī 5, raudra-bhakti-rasa — the rasa of anger: here the krodha of Mukharā, Rādhā's grandmother, at Jaṭilā. Jīva (c1.s1) and Viśvanātha (c3.s1) identify the two speakers and the quarrel.

jvalati iti jaṭilā-mukharayor nibhṛta-kalahaḥ |
jvalati itithe verse that begins 'jvalati' ('it blazes') iti marks the pratīka — the opening word cited to name the verse'ज्वलति' इस पद से (जिससे श्लोक का नामकरण होता है)
jaṭilā-mukharayoḥbetween Jaṭilā and Mukharā genitive dual — the two parties to the quarrelजटिला और मुखरा दोनों का
nibhṛta-kalahaḥis a covert, simmering quarrel nibhṛta = suppressed, not openछिपा हुआ (दबा हुआ, खुला नहीं) झगड़ा
jvalati iti — the 'jvalati' verse; jaṭilā-mukharayoḥ — between Jaṭilā and Mukharā; nibhṛta-kalahaḥ — is a covert quarrel.
Jīva sets the scene: this 'jvalati' verse is a covert, simmering quarrel between Jaṭilā and Mukharā. So the speaker is Mukharā, hurling the words at Jaṭilā — the anger stays under the surface, unspoken as open war.

murmuras tuṣāgniḥ |
murmurasmurmura means — nominative; the word being glossed'मुर्मुर' शब्द का अर्थ है
tuṣāgniḥa fire of husk — a chaff-fireभूसी की आग (तुष की अग्नि)
murmuraḥ — [the word] murmura; tuṣāgniḥ — means a husk-fire.
murmura, Jīva explains, is a tuṣāgni — a fire smoldering in grain-husk.
tuṣa = the husk or chaff of grain; a husk-fire gives little flame but slow, deep, penetrating heat — the image behind the burning in her vitals.

Viśvanātha frames it: the poet is voicing the covert quarrel between Jaṭilā and Mukharā. Then he runs the verse as Mukharā's speech: 'O foul-mouthed Jaṭilā! By your words — your cutting speech — a husk-fire blazes in my vitals and on my head.' Along the way he glosses girā as harsh speech, niṭila as the head, and murmura as a husk-fire.

Viśvanātha completes it: 'O vile wretch! When did Giridhara ever touch my daughter's daughter?' He names the two women — 'my daughter' is Kīrtidā, and 'the daughter' is Rādhikā — so the granddaughter is Rādhā herself. The rhetorical 'when?' means: never, not once.
