Whose toe-nails shine? Kṛṣṇa's. And one word carries the whole backstory: Brahmā, the self-born, once stole the entire crowd of Vraja's cowherd boys, and was left distraught (vikala). That sets up the next line, where his crown comes down onto Kṛṣṇa's feet.
जिस श्रीकृष्ण के पाँव के नाखून विराजमान होते हैं — व्रज के बालकों के समूह की चोरी से व्याकुल हुए (ब्रह्मा के मुकुट से घिसे हुए) — यह वाक्य आगे चलता है।
Quoted from the Haṁsadūta (verse 54) as the udāharaṇa (illustrative verse) for the 'sva-priya' — the devotee dear to Kṛṣṇa — as ālambana within karuṇa-bhakti-rasa, the rasa of grief and compassion. Here the one who feels the grief (the āśraya) is Nārada.
यह श्लोक हंसदूत (श्लोक ५४) से लिया गया है, करुण-भक्ति-रस में — शोक और करुणा के रस में — 'स्व-प्रिय' अर्थात् कृष्ण के प्रिय भक्त के आलम्बन का उदाहरण देने के लिए। यहाँ जो शोक का अनुभव करता है, वह आश्रय नारद हैं।

Brahmā is 'svayambhū,' the self-born. With the tips of his own crown he rubbed the tips of Kṛṣṇa's toe-nails. It is these toe-nails — their tips rubbed by Brahmā's crown — that shine.

And so that divine sage — Nārada — grieves, and grieves hard. For whom? Even for the liberated. That 'even' (api) is the whole point: his compassion reaches those the world would think beyond needing it. This is the karuṇa-rasa of grief.
वह देवर्षि नारद मुक्त हो चुके देहधारियों के लिए भी अत्यन्त शोक करता है।

But in this verse, don't stop at 'crushing.' Jīva says the word settles into the sense of intimate, extreme contact. So this is a case of arthāntara-saṅkramita: the plain word 'crushing' slides over into a further meaning — the touch of Brahmā's crown on Kṛṣṇa's nails.
किन्तु यहाँ "लुलित" का अर्थ अत्यन्त संस्पर्श में पर्यवसित हो जाता है, इसलिए इसे अर्थान्तर-संक्रमित (वाच्य) ही जानना चाहिए।
arthāntara-saṅkramita-vācya — a term from alaṅkāra-śāstra (poetics). Home meaning: a variety of dhvani (suggestion) in which the literally denoted sense is not dropped but shifts or specializes into a further, richer sense. Meaning here: 'crushing/rubbing' does not stay crude but transitions into 'intimate reverent contact' — Brahmā's crown touching Kṛṣṇa's toe-nails.

And that 'muni-gaṇān' reading fits well here. Why? Because this section is about the sva-priya — the devotee dear to Kṛṣṇa himself — and the sages are exactly such dear ones.

What kind of toe-nails? Viśvanātha unpacks the compound as a bahuvrīhi. Brahmā had stolen the crowd of cowherd boys; humbled, he bowed, and with the tips of his crown he rubbed the tips of Kṛṣṇa's toe-nails. 'śikharāḥ' just means the tip-portions. So: nails whose tips were rubbed by Brahmā's crown.

Worldly beings, still bound in saṁsāra, have hope. By the grace of great souls like Nārada, they might one day taste the sweetness of Kṛṣṇa's lotus feet. So Nārada does not grieve for them.
संसारी जीवों के लिए तो नारद आदि महात्माओं के अनुग्रह के वश से कभी न कभी (कृष्ण के) चरण-कमल के माधुर्य के अनुभव की सम्भावना बनी रहती है; इसलिए उनके लिए (नारद) शोक नहीं करता।

prāpta-sāyujyānāṁ tu — but for those who have attained sāyujya; punar-utthāna-abhāvāt — because there is no rising again; sambhāvanāpi nāsti — not even a possibility exists; iti tān śocati — so he grieves for them; iti jñeyam — thus it is to be understood.

But those who have already merged into the Absolute (sāyujya) can never rise out of it again. For them not even a chance remains. So it is precisely these that Nārada grieves for. That is the sting of the verse — grief even for the liberated. Thus it is to be understood.
किन्तु जिन्होंने सायुज्य (मुक्ति) प्राप्त कर लिया है, उनके पुनः लौटने का अभाव होने के कारण (माधुर्य-अनुभव की) सम्भावना भी नहीं रहती; इसलिए नारद उनके लिए शोक करता है — ऐसा जानना चाहिए।
