tat idam api — even this statement too; na samyak-mādhurya-anubhava-mayam — is not made wholly of the full experience of sweetness.
Even this statement of Dhruva, Jīva notes, is not yet fully saturated with the experience of sweetness (mādhurya).

śrī-bhāgavate hi — for in the Śrī Bhāgavata; pāñcajanyasya sparśāt eva — from the mere touch of the Pāñcajanya conch; tena — by Dhruva; tat tat uktam — these various praises were uttered; kintu — but; kramāt eva anubhūtam — it was actually experienced only gradually; iti vyaktam — this is clear.
The Bhāgavata makes it plain, says Jīva: at the mere touch of the Pāñcajanya conch, Dhruva poured out all these praises. But the sweetness behind the words he came to feel only step by step. That is why even this verse is not yet full mādhurya-experience.
Pāñcajanya is the conch of the Lord; in the Bhāgavata's Dhruva episode its touch awakens Dhruva's power of speech, so the praises flow at once while the inner relish deepens only over time.
