The udāharaṇa (illustration) of the ābhyudāyika just defined in L1-L2 (4.3.31-32): Nanda parts with his wealth at Kṛṣṇa's birth-rite to bring about his son's prosperity. This first mūla atom of the example verse names the lakṣaṇa it serves.

Why did Nanda's gift eclipse even Nṛga's fame? The word 'pure-minded' tells you. Nanda gave with one aim only — the flourishing of Śrī Kṛṣṇa, his own son. He was not, like Nṛga, spoiled by any craving for profit or reputation in this world or the next. That is the sense.

Viśvanātha fills in the plain sense: the 'naicikīs' are milch-cows, the 'herd' is just a collection of them, and it was Nanda who gave them to the brāhmaṇas.
