The hero of giving comes in two kinds. Of the two, one is the bahu-prada — the giver of much.
dāna-vīra is one of the three sub-types of vīra-rasa (heroism), the heroism shown in generous giving; here Rūpa splits it into two.

And the other is called the upasthita-durāpārtha-tyāgī — the one who lets go of a rare, hard-to-get object just when it has fallen into his hands.
upasthita = has come to hand / is right there; durāpa-artha = a thing hard to obtain. The point is the difficulty of the sacrifice: he releases exactly what is precious and rare the moment it is his.

This line (with L4) is the definition of the first type, the bahu-prada. sahasā (all at once) and sarvasvam (the whole of it) together mark what makes him the giver of much.

dāmodarasya saukhyāya procyate sa bahu-pradaḥ ||
saukhyāyain order to please dative of purpose — the giving is aimed at Kṛṣṇa's happinessसुख के लिए
procyateis declared to beकहा जाता है
saḥthat oneवह
bahu-pradaḥthe giver of much (bahu-prada)बहु-प्रद (बहुत देनेवाला)
saḥ — that one; dāmodarasya saukhyāya — in order to please Dāmodara; bahu-pradaḥ procyate — is declared the giver of much.
Because he does all this to bring joy to Dāmodara, he is declared the bahu-prada, the giver of much. This is what makes it bhakti and not ordinary generosity — the aim is Kṛṣṇa's pleasure.
Dāmodara is Kṛṣṇa (the one bound at the waist by Yaśodā). The dative saukhyāya roots the whole act in devotion: the wealth is poured out for Kṛṣṇa's happiness, so the heroism is a devotional rasa.
