bhrātaḥO brother — she opens by claiming kinship with the man she is sending vocative of bhrātṛ. The person addressed here is not the same person as the bhrātā of the very next word; the first is the messenger, the second is the speaker's own brother.हे भाई! — सम्बोधन; जिससे यह कहा जा रहा है वह सन्देश ले जाने वाला है, और ठीक आगे जिस भाई की चर्चा है वह दूसरा ही व्यक्ति है

She calls the messenger "brother" first. Then she names the one he is to carry word to: my brother's son.
हे भाई! मेरे भाई के पुत्र को — इतना कहकर बोलने वाली अपना निवेदन आगे रखती है। सम्बोधन सामने खड़े दूत के लिए है; जिस भाई की बात है, वह बोलने वाली का अपना भाई है।
The lead-in is yathā vā, "or again, as follows" — a second illustration of the heading opened at 3.4.60, ayoge utkaṇṭhitam, longing when there is no meeting, within vatsala-bhakti-rasa. The speaker is Kuntī (named in L4); Viśvanātha identifies the messenger as Akrūra and the brother's son as Śrī Kṛṣṇa, so the brother spoken of is Kṛṣṇa's father. She is an elder kinswoman speaking of him as her own child — that is the vatsala note in the verse.
प्रस्तावना 'यथा वा' से हुई है — 'अथवा इस प्रकार भी', अर्थात् ३.४.६० में उठाए गए शीर्षक 'अयोगे उत्कण्ठितम्' (मिलन न होने पर उत्कण्ठा) का दूसरा उदाहरण, जो वत्सल-भक्ति-रस के भीतर आता है। बोलने वाली कुन्ती हैं (नाम चौथी पंक्ति में आता है)। विश्वनाथ दूत को अक्रूर और 'भाई के पुत्र' को श्रीकृष्ण बताते हैं, अतः जिस भाई की चर्चा है वे कृष्ण के पिता हैं। कुन्ती बड़ी सम्बन्धिनी हैं और कृष्ण को अपने ही बालक की तरह कहती हैं — श्लोक में वत्सल स्वर यही है।

Now the message. She is living among enemies — that is the state she wants him to hear about.
शत्रुओं के बीच रहती हुई — यह उसी का वर्णन है जिसका नाम अगली पंक्ति में आता है। यही उसकी दशा है, और यही सन्देश का कारण भी।
bhrātṛvya is a two-edged word: by its formation it names the father's brother's son, a cousin, and in ordinary use it means a rival or enemy. Both readings sit in one word here — the people she lives among are her husband's kin and her enemies at once. The commentators take the settled sense, śatru.
'भ्रातृव्य' दुधारा शब्द है। बनावट से इसका अर्थ है पिता के भाई का पुत्र, अर्थात् चचेरा भाई; और चलती भाषा में इसका अर्थ है प्रतिद्वन्द्वी या शत्रु। यहाँ एक ही शब्द में दोनों अर्थ बैठे हुए हैं — जिनके बीच वे रह रही हैं, वे पति के कुटुम्बी भी हैं और शत्रु भी। टीकाकार रूढ़ अर्थ 'शत्रु' ही लेते हैं।

didṛkṣateshe longs to see — she wants a sight of him and nothing else desiderative of dṛś: not "sees" but "wishes to see". The whole message is this one verb.देखना चाहती है — दृश् का सन्नन्त रूप; 'देखती है' नहीं, 'देखने की इच्छा करती है'; सारा सन्देश इसी एक क्रिया में है

One word only. Jīva and Mukunda settle bhrātṛvya as śatru, "enemy" — so it is not "among cousins" but "among enemies". Everything else in the verse they leave plain.

Viśvanātha fills in the two names the verse only points at. "Son of Gāndinī" is Akrūra. "My brother's son" is Śrī Kṛṣṇa. With those in place the first half reads straight: O brother, O Akrūra, take my message to Kṛṣṇa.

Viśvanātha marks the hinge of the verse: the second half is the message itself. Then two small notes on it — bhrātṛvya means enemy, and hare is her direct address to Kṛṣṇa within the message. So the words stop being about Kṛṣṇa and start being spoken to him.
अब स्वयं सन्देश ही कहते हैं। 'भ्रातृव्येषु' का अर्थ है 'शत्रुओं में'; और 'हे हरे!' — यह पुकार कृष्ण के लिए है।
