The lead-in is rāgavat, yathā — this verse is offered as an illustration of rāga, deep attachment, within vatsala-bhakti-rasa (3.4). The verse works by a sound-play: tuṣa-anala, the husk-fire, becomes tuṣāra, frost.

और यदि वह न देख पाए, तो अमृत का समुद्र भी उसके लिए विष हो जाता है। यह छिपी हुई बात नहीं, प्रत्यक्ष है। और आधा-अधूरा नहीं, पूरा का पूरा कालकूट।
kālakūṭa is the deadly poison that came up when the milk-ocean was churned — the same churning that yielded sudhā, nectar. Putting the two in one line makes the reversal sharp: the same water becomes either one, depending only on whether she is seeing his face.
कालकूट वही भयंकर विष है जो क्षीर-सागर के मन्थन से निकला था — और उसी मन्थन से अमृत भी निकला था। दोनों को एक ही पंक्ति में रख देने से पलटाव तीखा हो जाता है: वही जल अमृत भी है और विष भी, भेद बस इतना कि उस समय वह उनका मुख देख पा रही है या नहीं।

A question to force the syntax out: while she is looking, what state is she in? The verse answers it — her standing is fixed above that fire. Jīva and Mukunda spell out what tasya points to: the husk-fire.
अब प्रश्न यह उठता है कि देखते समय वह किस दशा में है। इसी का उत्तर देने के लिए वे शेष पद उठाते हैं। 'तस्य' किसका है, यह वे खोलकर कहते हैं — उसी भूसी की आग का। और उसी के ऊपर उसका खड़ा रहना बँधा हुआ है।
