veṇu-rava-tvarā-utthitāḥwho sprang up in a hurry because the flute sounded bahuvrīhi agreeing with tan-mātaraḥ; inside it veṇu-rava, 'the note of the flute', is the cause of the tvarā, 'haste', and utthitāḥ is 'stood up'. The flute sounds — the boys are back. Their mothers hear it and are on their feet at once. The haste is the point: the body moves before anything is decided.
वंशी का स्वर कानों में पड़ा। उसी से माताओं के मन में ऐसी उतावली उठी कि वे तुरन्त उठ खड़ी हुईं। ये 'माताएँ' ही आगे की सारी क्रियाओं की कर्ता हैं।
Why cited: cited from Śrīmad-Bhāgavatam 10.13.22 to illustrate stanya-srāva, milk flowing from the breast, as a bodily sign of parental love.

The lead-in reads tatra stanya-srāvo, yathā śrī-daśame — 'here the sign is the flowing of breast-milk'. So the whole verse is adduced as one anubhāva, an outward sign of vatsala-rati; the milk in L3 is what the citation is really for.

sneha-snuta-stanya-payaḥ-sudhāsavaṁ
sneha-snuta-stanya-payaḥ-sudhā-āsavamthe nectar-liquor that is the breast-milk oozing out because of affection accusative, the second object of apāyayan in L4. Inside: sneha-snuta 'made to ooze by affection' (the affection is what draws the milk down), stanya-payaḥ 'breast-milk', sudhā-āsava 'a heady drink of nectar'. Viśvanātha unties exactly this compound in his glossस्नेह से झरे हुए स्तन-दूध रूपी अमृत-आसव को — द्वितीया, चौथे चरण के 'अपाययन्' का दूसरा कर्म; भीतर 'स्नेह-स्नुत' अर्थात् स्नेह ही जिसे नीचे उतार लाया, 'स्तन्य-पयः' अर्थात् स्तन का दूध, 'सुधा-आसव' अर्थात् अमृत की मादक मदिरा। विश्वनाथ अपनी टीका में ठीक इसी समास को खोलते हैं

sneha-snuta-stanya-payaḥ-sudhā-āsavam — स्नेह से झरे स्तन-दुग्ध रूपी अमृत-आसव को।
This is the line the citation exists for. The affection itself makes the milk come down — nobody works at it. And the milk is called sudhā-āsava, nectar turned into a heady drink. Not just sweet: it goes to the head like wine.
दूध अपने-आप नहीं उतरा। स्नेह ने ही उसे नीचे उतारा। और वह साधारण दूध न रहकर अमृत का आसव बन गया। यही वह वस्तु है जो बालकों को पिलाई जाती है।

Now the turn. What they are nursing is the Supreme Brahman. What they take him for is their own son. They know nothing of the first and act only on the second — and so Brahman is fed milk. That is the reversal the verse is built on.
माताओं ने वह दूध पिलाया — पर किसे? परब्रह्म को ही। और किस भाव से? उसे अपना पुत्र मानकर। श्लोक की सारी क्रियाएँ इसी 'पिलाया' पर आकर पूरी होती हैं।
Why cited: cited to show that the milk flows toward Kṛṣṇa himself under the cover of motherhood — vātsalya working with no awareness of his greatness.

The two accusatives param brahma and sutān can in principle be read either way round with matvā. Viśvanātha reads param brahma as the one thought of (he glosses it śrī-kṛṣṇam) and sva-sva-sutān as what he is taken for; the decode above follows his construal and says so.

sneha-snutam[the milk] was drawn out by affection he lifts the first member of the verse's long compound and makes it a statement in its own rightस्नेह से झरा हुआ — श्लोक के लम्बे समास के पहले ही अंश को वे उठाकर अपने आप में एक कथन बना देते हैं

Viśvanātha does two jobs. First he unties the long compound and puts a 'therefore' in the middle of it: the milk came down out of affection, and that is exactly why it counts as nectar-liquor. The affection is not one ingredient among others — it is what makes ordinary milk into sudhāsava. Second he settles the syntax of the last line. The Supreme Brahman is Śrī Kṛṣṇa; each mother takes him for her own son; and so they feed him.
विश्वनाथ पहले 'स्नेह-स्नुत' को अलग करके रखते हैं। फिर 'अत एव' कहकर सारा भार उसी पर डाल देते हैं — क्योंकि वह स्नेह से झरा है, इसीलिए वह अमृत का आसव है। पिलाने का विषय वही स्तन-दूध है। और जिसे पिलाया गया वह परब्रह्म है — विश्वनाथ उसका नाम श्रीकृष्ण बताते हैं। पर हर माता उन्हें अपना ही लड़का मानकर पिलाती है।
