A second udāharaṇa — the lead-in is yathā vā, 'or again, as in' — for atha śaiśava-cāpalam, 'now the restlessness of infancy' (3.4.39), an uddīpana that kindles vatsala-bhakti-rasa. The whole verse is one elder woman speaking to another as the butter-thief creeps up: the mischief is the stimulus, and the pleasure of watching it is the rasa.

Is that not Hari coming? Right through the creepers, plainly, this way. And he means to carry off the milk and butter. Hear the play: hariṣyan, 'about to steal', and Hariḥ, 'the taker' — the name and the crime are one word.
देख न, वह हरि लताओं के बीच से इधर ही आ रहा है। साफ़ दिख रहा है। गोरस चुराने के लिए ही आ रहा है।

Eyes darting in fear, lower lip going dry. That is the face I am longing to see. She does not want to stop the theft. She wants to watch the thief's face while he does it — that is vātsalya.
इसकी आँखें डर से काँप रही हैं। अधर सूख रहा है। ऐसा मनोहर मुख मैं देखना चाहती हूँ।

svairam — 'स्वैरम्' अर्थात्; mandam — धीरे; acañcalam — निश्चल होकर; tiṣṭha — ठहर जा।
Jīva takes the word svairam as mandam: quietly. And he presses it further — acañcalam, don't move a muscle. Then the verb: stand. He reads it as a command to the woman being addressed.
जीव गोस्वामी 'स्वैरम्' का अर्थ करते हैं — धीरे से, बिना हिले-डुले। अर्थात् सखी से कहा जा रहा है कि चुपचाप निश्चल खड़ी रह।

Where does he get 'quietly' from? From the dictionary. In the nānārtha list — the section for words with several meanings — svairam is given for both manda, 'slow, soft', and svacchanda, 'at one's own will'. So the softer sense is available here.
कोश कहता है कि 'स्वैरम्' शब्द दो अर्थों में आता है — 'मन्द' अर्थात् धीरे, और 'स्वच्छन्द' अर्थात् अपनी इच्छा से। यह नानार्थ-कोश का वचन है।

Now the long compound. The two brows are creepers, and they are roving — roving for the theft. Jīva says why: the boy is thinking, 'this way, and this way, and nothing will head me off.' The plan keeps shifting, and the brows shift with it. That is the whole compound: him, whose brow-creepers do this.
भौंहें यों ही नहीं चल रहीं — चोरी सिद्ध करने के लिए चल रही हैं। भीतर यह भाव है कि 'ऐसे-ऐसे चलूँगा तो कोई रोक न सकेगा।' उसी सोच के साथ दोनों भौंह-लताएँ नाना प्रकार से घूमती हैं। जीव गोस्वामी इस समास को पुल्लिंग 'तम्' से खोलते हैं।

Viśvanātha addresses the companion by name and glosses svairam as Jīva does: quietly — plainly, without stirring at all. But the verb he reads is tiṣṭhāmi, first person. On his reading the speaker is not ordering anyone; she is saying what she herself will do — stand perfectly still, pretending she has noticed nothing. Jīva read tiṣṭha, 'you stand'. Two different readings; leave them both.
विश्वनाथ 'स्वैरम्' का अर्थ करते हैं — धीरे, अर्थात् निश्चल। और वे 'तिष्ठामि' पढ़ते हैं। तब भाव यह हुआ — हे मधुरे! मैं ऐसे निश्चल खड़ी रहती हूँ मानो कुछ जानती ही न हूँ।
