The paugaṇḍa age and the others have already been described earlier in this book. So here he only writes a short entry for it.
This line stands under the lead-in atha paugaṇḍam, 'now the paugaṇḍa age' — the second of Kṛṣṇa's boyhood ages as the object of vatsala-bhakti-rasa.

An udāharaṇa, an illustrative verse, for paugaṇḍa — Kṛṣṇa's middle boyhood — spoken in the voice of a Vraja mother watching her boy come home with the cows.

Here in Vraja, in from the riverside pasture, my calf is coming to me. She calls her son 'my calf' — the cowherd mother's word of love, and the very word that gives vatsala-rasa its name.
Viśvanātha takes kacca-deśād as nikaṭa-deśāt, 'from the place close by', and glosses vatsaḥ with bālakaḥ, 'my boy'; vatsa itself carries both senses — the calf and the child — which is why the rasa is called vatsala.

Viśvanātha unpacks the compound. Aṁśuka means cloth. The uttaṁsa is the crest made from it — a head-ornament in the shape of a turban. And his head is the head that wears it.

Then he construes the whole verse: here in Vraja, from the place close by, along one cow-path after another, my boy is coming to me. Note that he reads kacca-deśa as simply 'the nearby stretch', and says bālaka, 'boy', for the verse's vatsa, 'calf'.
