Tri-catura means "three or four". Grammar permits that kind of numeral compound only when the number is genuinely uncertain, and it is read as a bahuvrīhi. Then Jīva asks the real question: why leave it uncertain at all? Because the uncertainty suggests something. The teeth are so tiny you cannot count them at a glance. Having got that, he settles the count: in fact four teeth are meant.
जीव कहते हैं — 'तीन या चार' इस अर्थ में 'त्रिचतुर' पद बना है। यह बहुव्रीहि वहीं होता है जहाँ संख्या में सन्देह हो। और यह सन्देह यों ही नहीं रखा गया; दाँतों की अत्यन्त सूक्ष्मता की व्यंजना के लिए रखा गया है। वास्तव में तो दाँत चार ही समझे जाते हैं।
The grammar behind the first half: a compound of two numerals in the sense of an approximate or doubtful count (dvi-trāḥ, "two or three") is classed as a bahuvrīhi. Jīva's point is that the poet has not been vague by accident — the rule requires doubt, so the doubt is chosen, and chosen for its suggestive power.
पूर्वार्ध के पीछे का व्याकरण यह है — दो संख्यावाचकों का समास जब अनिश्चित या सन्दिग्ध गिनती के अर्थ में हो, तब वह बहुव्रीहि माना जाता है, जैसे 'द्वित्राः' अर्थात् 'दो या तीन'। जीव का तात्पर्य यह है कि कवि अनजाने में अनिश्चित नहीं हुआ — नियम ही सन्देह माँगता है, अतः सन्देह जान-बूझकर चुना गया, और उसकी व्यंजक शक्ति के लिए चुना गया।

Sīmā ordinarily means a boundary or a limit. Jīva says that is not the sense here. In this verse the word is saying āspada — a seat, a place where a thing sits. He limits the claim with atra: here, in this line.
यहाँ 'सीमा' शब्द से 'आस्पद' अर्थात् स्थान कहना चाहिए। 'अत्र' कहकर जीव इस अर्थ को इसी प्रसंग तक सीमित रखते हैं।
