An udāharaṇa of jaḍatā, "going dull and stiff", the state announced by the lead-in jaḍatā— and illustrated here inside preyo-bhakti-rasa, the rasa of friendship. The whole verse is one long śleṣa: every word describes Kṛṣṇa's cowherd friends and, at the same time, trees grown on a bare mountain peak. The commentators mark the second layer each time with the word pakṣe, "on the other side of the pun". The verse is spoken to Kṛṣṇa about those friends.

chada is from chad, "to cover"; a leaf is called that because it covers the tree. Jīva does not merely list a second meaning — he re-cuts the word (pari + chadāḥ) so that the second meaning is grammatically available.

Here is the reason. What the friends are being compared to has to be named in full: a tree, and a tree grown on a peak. Drop either half and the comparison stops working — a bare peak-grown something, or a tree anywhere at all, would not give you leafless, fruitless, shadeless and silent. So the line must read śikhara-jāta-vṛkṣā iva.

pakṣe — दूसरे पक्ष में; vīnāṁ pakṣiṇāṁ rāvaḥ — वीयों अर्थात् पक्षियों का शब्द।
The second cut gives vī-rāva, bird-noise. A tree with no leaves and no fruit gets no birds, so it stands silent. That silence is exactly what is said of the friends.
