Viśvanātha simply runs the whole verse through in prose. iṣīkās are the śara reed's flower-stalks; their cotton-down is the means by which the fire travels; dāva is the forest fire; they saw it running. Then the subject: the lotus-garlanded rank of cowherds. Ignoring even their own bodies, they closed round Śrī Kṛṣṇa on all four sides.
'इषीका' अर्थात् सरकंडे के फूलों के डंठल; उनकी रुई ही साधन बनी। उससे फैलती वन की आग को देखकर, कमल-मालाएँ पहने ग्वालों की पाँत ने अपने शरीर तक की सुध छोड़कर चारों दिशाओं से श्रीकृष्ण को ढक लिया।
Notice what he does not gloss: bāṣpa-jharaṁ kirantī, the tears — the very thing the verse is cited for. He settles the setting and the syntax and leaves the tears to speak.
देखने की बात यह है कि वे किसकी व्याख्या नहीं करते — 'बाष्प-झरं किरन्ती', अर्थात् आँसू, जिनके लिए ही यह श्लोक उद्धृत हुआ है। वे प्रसंग और अन्वय बैठा देते हैं और आँसुओं को स्वयं बोलने देते हैं।

Viśvanātha quotes the same Pāṇini rule and then unpacks its locative for you: it applies when cita, tūla or bhārin stands behind as the second word. Then iṣṭakā, iṣīkā and mālā shorten their last vowel. That is why the verse has iṣīka-tūlaiḥ and māla-bhāriṇī.
'इष्टकेषिका-मालानां चित-तूल-भारिषु' — अर्थात् जब बाद में 'चित', 'तूल' और 'भारिन्' आते हों, तब इन तीनों की ह्रस्वता होती है, ऐसा जानना चाहिए।
