kecid — some of the friends; cāpalāḥ — restless by nature; vaihāsika-upamāḥ — like the joke-man of a play; tam — him, Kṛṣṇa; hāsayanti — they make laugh.
Now the friends are sorted by temperament. One set is restless and can never keep still. They are like the vaihāsika, the comic who works the stage for laughs. Their whole business with Kṛṣṇa is to make him laugh.
vaihāsika — in dramaturgy, the comic performer whose job is hāsya, laughter. Viśvanātha glosses this type with the word vidūṣaka, the clown who walks beside the hero in a play.

A second set is simply straight. Honesty is not a policy with them, it is what they are made of. They stay near Kṛṣṇa and wait on him.
śīlayanti — Viśvanātha explains the verb as bhajanti, 'they serve him, they attend on him'.

A third set is deliberately contrary. They have a whole repertoire of crooked moves, one after another. With it they leave Kṛṣṇa astonished.
vismāyayanti is the form Jīva defends here — spelled with two inner y's. Viśvanātha, glossing the same line, writes vismāpayanti instead. Both stand as they are.

vitaṇḍā — a term from nyāya debate: the mode in which one only knocks down the other side and never sets up a position of one's own. Here it is not scholastic combat but friendly wrangling with Kṛṣṇa.

Yes, the word carries the causative ṇic. But the extra condition that would put a p into it — where the cause is itself the frightener — is not present here. So the form is not vismāpayanti. Now suppose someone insists the root text reads vismerayanti. Even that can be accounted for. You add ṇic in the sense 'he does that, he declares that' to a word that already ends in a kṛt suffix. That is exactly how 'he declares one who is doing' gives you kārayati.
hetu-bhayatva — the grammarians' condition in which the cause is what does the frightening (the model case being bhīṣayate from √bhī). Jīva's point is that no such condition applies to vismi, so the p-form has no footing. Note also that he lets the rival reading vismerayanti stand and only shows how it could be derived — he does not adopt it and does not reject it.

vakrimā avalokyateand is seen looking out with a bent, sidelong glance avalokyate is passive; vakrimā instrumental — the looking is done crookedlyटेढ़ेपन के साथ देखा जाता है — 'अवलोक्यते' कर्मवाच्य है और 'वक्रिमा' तृतीया में, अर्थात् देखना टेढ़ा होता है

iti arthaḥthat is the sense of the phraseऐसा अर्थ है
yathā vāmā nāyikā — just as a contrary heroine; avaguṇṭhana-dvārā — from behind her veil; vakrimā avalokyate — is seen glancing crookedly; tathā ete api — so these friends too; strī-veśam dhṛtvā — putting on women's dress; kurvanti — do the same; iti arthaḥ — that is the sense.
He explains it by a comparison. Picture the contrary heroine: veiled, throwing a bent sidelong glance out from under the cloth. Now match the parts. She is the model for these friends. Her veil is the women's dress they put on. Her crooked glance is their crooked, contrary play with Kṛṣṇa. That is all the comparison is for — it explains what 'a round of crooked turns' looks like in practice. It stops there: these are Kṛṣṇa's friends at their game, not a heroine with her lover.
vāmā, in the poetics of nāyikā-types, is the heroine who crosses her lover instead of complying. Viśvanātha borrows only her manner, to fix the sense of vāma in the verse.

maitryāas for maitrī, friendship, in the verse's compound the sense wanted is the genitive, 'of maitrī'; sakhyasya immediately restates itमैत्री का — यहाँ अभीष्ट अर्थ षष्ठी का है, 'मैत्री की'
sakhyasya yā vaicitrīit is the many-sidedness that belongs to sakhya, friendshipसख्य की जो विचित्रता है, उसी बात को यह पद फिर से कह देता है

tathā eva līlayā — in just that way, by their play; amum śrī-kṛṣṇam vismāpayanti — they astonish him, Śrī Kṛṣṇa; maitryā sakhyasya yā vaicitrī — the many-sidedness belonging to maitrī, that is, to sakhya; tasyāḥ vā cārutā-atiśayaḥ — or else the surpassing beauty of that many-sidedness; tām kurvanti — that they bring about; rāja-ādīnām ceṣṭā-anukaraṇa-ādayaḥ — such as mimicking the ways of kings and so on.
By that kind of play they leave Kṛṣṇa astonished. Then he unpacks the verse's compound. maitrī means sakhya, friendship; so the vaicitrī is the many-sidedness that belongs to friendship — and that is what they build up. Or take it the other way: what they build up is the surpassing beauty of that many-sidedness. He leaves both readings standing. And he gives the concrete instances: mimicking the ways of kings, and things of that sort.
Here Viśvanātha writes vismāpayanti — the very form Jīva argued the verse does not have. The two commentators are left as they are.
