bhūta-pūrve caraṭhere -cara is the suffix caraṬ, which is added in the sense "was so before" this is a grammarian's rule quoted verbatim (Pāṇini 5.3.53). So sura-cara is not "one who moves among the gods" but "one who used to be a god". The whole reading of the term turns on this one citation‘भूत-पूर्वे चरट्’ — यह व्याकरण का सूत्र ज्यों-का-त्यों उद्धृत है (पाणिनि ५.३.५३); इसी से ‘सुर-चर’ का अर्थ ‘देवताओं के बीच विचरने वाला’ न रहकर ‘जो पहले देवता था’ हो जाता है, और सारा अर्थ इसी एक उद्धरण पर टिका है

Viśvanātha handles two of the three terms. The nitya-priyas, he says, are the nitya-siddhas: perfect from the start, not made perfect. Then he takes up sura-carāḥ and reaches for a grammarian's rule — bhūta-pūrve caraṭ, "caraṬ in the sense of what was formerly so." On that rule the word does not mean "one who moves among gods"; it means "one who was a god before." And he says it plainly: at first they were devatās.
विश्वनाथ कहते हैं कि नित्य-प्रिय का अर्थ नित्य-सिद्ध है। और ‘सुर-चर’ शब्द में ‘भूत-पूर्वे चरट्’ सूत्र से चरट् प्रत्यय हुआ है। इसलिए उसका अर्थ है — जो पहले देवता थे। ‘आसन्’ का भूतकाल यही बताता है कि वह अवस्था अब बीत चुकी।
bhūta-pūrve caraṭ is a Pāṇinian sūtra (Aṣṭādhyāyī 5.3.53) — in grammar it teaches the suffix caraṬ added to a word to mean "formerly such". Here it is borrowed to fix the sense of sura-cara: not present company with the gods, but past membership among them.
‘भूत-पूर्वे चरट्’ पाणिनि का सूत्र है (अष्टाध्यायी ५.३.५३)। व्याकरण में यह उस चरट् प्रत्यय का विधान करता है जो किसी शब्द में जुड़कर ‘पहले ऐसा था’ अर्थ देता है। यहाँ उसे ‘सुर-चर’ का अर्थ निश्चित करने के लिए लिया गया है — देवताओं के साथ अभी रहना नहीं, बल्कि पहले उनमें से होना।

And then the second half of their story. Having been gods first, they later became sādhana-siddhas — perfect by practice. So the sura-cara has a two-stage history: a divine birth first, then perfection earned.
पहले वे देवता थे, बाद में साधन-सिद्ध हो गये। ‘आसन्’ पहली अवस्था बताता है और ‘बभूवुः’ बाद का बदलाव।

Viśvanātha closes with the same difficulty. If the sura-caras were perfected by practice, they are sādhakas — so why a separate name? Because there is a difference to be shown, and the verse shows it by naming them apart. Coming from a godly birth is not the same as starting where the ordinary sādhaka starts.
यहाँ भी वही शंका और वही समाधान है। सुर-चर साधक ही हैं, फिर भी उनकी विशेषता दिखाने के लिए उन्हें अलग गिनाया गया।
This sentence stands word for word in Jīva's commentary on the same verse as well; the lecturer can read it once and note that both ācāryas let it stand.
यही वाक्य अक्षरशः जीव गोस्वामी की इसी श्लोक पर की गयी टीका में भी है। पढ़ाते समय एक ही बार पढ़कर यह बता देना उचित है कि दोनों आचार्य इसे ज्यों-का-त्यों रहने देते हैं।
