Viśvanātha takes the words one by one. Geṇḍu is simply the ball — the thing you play with — and he is holding it to carry it along. Pāṇḍura-udbhāsa-vāsāḥ just means his cloth is white. Then the interesting one: the pāśas are not ornamental ribbons. They are the silk cords the cowherds use at milking time to tie the cows' legs. Devaprastha has used those cords to bind his tall head-dress in place. Mauli here means a high ornament worn on the head.
Reading the pāśas as milking-cords keeps the picture inside the cowherd world: the boy's finery is working rope from the milking shed, not court jewellery.

bandhūkasyaivābhā yasya iti rakta-varṇatvam āyātaṁ, matta-hasti-spardhinī līlā yasya saḥ ||
bandhūkasya eva ābhā yasyahe is the one whose glow is exactly the bandhūka's unpacking bandhūkābhaḥ as a bahuvrīhi; eva pins it — that flower's colour and no otherजिसकी आभा बन्धूक की ही है — यह 'बन्धूकाभः' का बहुव्रीहि खोलना है, और 'एव' उसे कस देता है कि उसी फूल का रंग, दूसरे का नहीं
iti— and from that phrasing it follows thatइस प्रकार — अर्थात् इस खोलने से
rakta-varṇatvamhe is red in colourलाल रंग का होना
āyātamthat is what we arrive at, that is what the word yieldsनिकल आया, फलित हुआ
matta-hasti-spardhinīit challenges a rutting elephant feminine, agreeing with līlā; matta = in rut, the elephant at its most swaggeringमदमाते हाथी से होड़ लेने वाली — स्त्रीलिंग रूप, क्योंकि यह 'लीला' का विशेषण है; 'मत्त' अर्थात् मद में आया हुआ, हाथी अपनी सबसे मस्त चाल में
līlā yasya saḥhe is the one whose play is like that bahuvrīhi unpacking of the verse's -līlaḥजिसकी ऐसी लीला है, वह — पद्य के '-लीलः' का बहुव्रीहि खोलना
bandhūkasya eva ābhā yasya iti — 'he whose sheen is the bandhūka's alone'; rakta-varṇatvam āyātam — from this it comes out that he is red-complexioned; matta-hasti-spardhinī līlā yasya saḥ — and he is the one whose play vies with a rutting elephant.
Bandhūkābhaḥ means his glow is the bandhūka flower's glow and nothing else. Viśvanātha draws the conclusion out loud: so his complexion is red. Then the second compound — his līlā, the way he carries himself at play, competes with a rutting elephant. That is where the strength of balīyān shows itself.
