visinī-dalaiḥ kamala-patraiḥ |
visinī-dalaiḥthe verse's word 'with visinī-leaves''विसिनी-दलैः' अर्थात्
kamala-patraiḥmeans: with lotus leaves instrumental matching the word glossed — the case is carried over unchangedकमल के पत्तों के द्वारा — जिस शब्द की व्याख्या हो रही है उसी की तृतीया यहाँ ज्यों-की-त्यों चली आयी है
visinī-dalaiḥ — the verse's 'with visinī-leaves'; kamala-patraiḥ — means: with lotus leaves
visinī-dalaiḥ means lotus leaves.
visinī is the lotus plant; Viśvanātha replaces it with the everyday word kamala so no one hunts for a different flower. A broad lotus leaf is exactly what a boy would grab to use as a fan.

kalaya vījana-prakriyāṁ |
kalayado it — he keeps the verse's imperative as it stands'कलय' अर्थात् कर
vījana-prakriyāṁthe business of fanning he writes vījana- with the v; this is how the word is to be readपंखा झलने की क्रिया को — वे 'व' के साथ 'वीजन-' लिखते हैं; शब्द इसी रूप में पढ़ा जाना चाहिए
kalaya — do; vījana-prakriyāṁ — the business of fanning
He restates the phrase as kalaya vījana-prakriyām: perform the fanning.
The one thing this line settles is the reading: vījana, 'fanning' (from vīj, to fan), against the printed ījana. Viśvanātha adds nothing else here — he simply writes the words out straight so the sense of the order is unmistakable.

varūthapa ! vilambitālaka-varūthaṁ lambāyamāno yo’lakānāṁ varūthaḥ samūhas tam utsāraya lalāṭopari naya ||
varūthapa !he repeats the address — 'Varūthapa!' flagged as a vocative: a name being called, not a description of anyoneअरे वरूथप!
vilambita-alaka-varūthaṁthe verse's 'the hanging troop of curls'लटकती हुई लटों के झुण्ड को — अर्थात्
lambāyamānaḥunpacks vilambita: it is hanging down, dangling present middle participle, nominative, agreeing with varūthaḥ inside the relative clauseजो लटक रहा है — वर्तमान कृदन्त, प्रथमा, जो सम्बन्ध-वाक्य के भीतर 'वरूथः' का विशेषण है
yaḥ alakānāṁ varūthaḥwhatever gathering of curls that is he breaks the compound into a relative clause — yaḥ… tam — so the parts are visible: alakānāṁ 'of the curls' is a genitive depending on varūthaḥजो अलकों का वरूथ है — वे समास को तोड़कर 'यः…
samūhaḥthat is, a mass, a bunch in apposition to varūthaḥ: varūtha here means simply 'crowd', not armour or a shieldअर्थात् समूह, झुण्ड — 'वरूथः' के समानाधिकरण में: यहाँ 'वरूथ' का अर्थ केवल 'भीड़' है, कवच या ढाल नहीं
tam utsārayapush that back tam picks up the relative yaḥ and hands it to the verse's imperativeउसे हटा दे — 'तम्' सम्बन्ध-वाक्य के 'यः' को उठाकर श्लोक की आज्ञा के हवाले कर देता है
lalāṭa-upari nayathat is: take it up onto his forehead upari governs lalāṭa, 'above the forehead'; naya spells out what utsāraya amounts to in practiceललाट के ऊपर ले जा — 'उपरि' 'ललाट' को अपने साथ लेता है, अर्थात् माथे के ऊपर; 'नय' यह खोल देता है कि 'उत्सारय' का व्यवहार में मतलब क्या है
varūthapa — O Varūthapa; alakānāṁ yaḥ varūthaḥ samūhaḥ — whatever mass, that is, bunch of curls there is; lambāyamānaḥ — hanging down; tam utsāraya — push that back; lalāṭa-upari naya — take it up onto his forehead
varūthapa !
Varūthapa! The hanging troop of curls — that is, whatever bunch of his curls is dangling down. Push it back. Move it up onto his forehead.
Two things get fixed here. varūtha is settled as samūha, 'a bunch' — so the compound is about hair, not about armour. And utsāraya, which by itself only says 'drive away', is pinned down: lalāṭopari naya, sweep it up off the face onto the brow. That turns a vague order into a gesture you can picture — a boy lifting the sweat-stuck curls off his tired friend's face.
