yayoḥ akṣiṇī — the two eyes whose; pakṣiṇī — lashes; aśru-jala-kṣaraṇa-yukte — are joined with the trickling of tear-water; tathā-bhūte akṣiṇī — those two eyes so being; kiñcit kuñcayan — squinting a little.
Viśvanātha unpacks bāṣpa-niṣpandi-pakṣiṇī as a bahuvrīhi: the two eyes whose eyelashes are wet with trickling tears. "Squinting them a little" then describes those same eyes.
In pakṣiṇī the word pakṣa ("wing, feather") is applied to the eyelashes; Viśvanātha rewrites niṣpandi "dripping" as -kṣaraṇa-yukta "joined with trickling."
