L1definition
utkaṇṭhite hareḥ prāptiḥ siddhir ity abhidhīyate ||
utkaṇṭhiteonce [the devotee] is filled with longing locative absolute — 'when there is eager longing'जब (हृदय में) तीव्र उत्कण्ठा हो, तब
hareḥ prāptiḥthe reaching of Hari — actually getting Kṛṣṇa's companyहरि की प्राप्ति (हरि से मिलन)
siddhir iti abhidhīyateis what is called 'siddhi' (success, the goal reached)वही 'सिद्धि' इस नाम से कही जाती है
utkaṇṭhite — once there is eager longing; hareḥ prāptiḥ — the attainment of Hari; siddhir iti abhidhīyate — is termed 'siddhi'.
Now the definition of siddhi (success). When a devotee is burning with longing, actually reaching Hari — getting Kṛṣṇa's own company — is what is called 'siddhi.' Longing is the seed; the attainment is the fruit.
This defines siddhi within the sequence of dāsya-rasa (loving service). Longing (utkaṇṭhā) is the presupposed condition; the meeting with Kṛṣṇa is the siddhi.

marakata-stambha-abhirāmaṁ vapuḥa body as lovely as a pillar carved of emeraldमरकत (पन्ने) के स्तम्भ-सा मनोहर शरीर
mauliḥ candraka-bhūṣaṇaḥ — his crown adorned with a peacock-feather; marakata-stambha-abhirāmaṁ vapuḥ — a body lovely like an emerald pillar.
His crown is set off by a peacock-feather. His whole body is as lovely as a pillar carved of emerald.
An udāharaṇa — an illustrative verse — for the siddhi just defined in L1, quoted from Śrī-Kṛṣṇa-karṇāmṛta (57). A longing gopī suddenly catches sight of Kṛṣṇa and, struck with wonder, asks aloud who he is; her attaining that vision illustrates 'siddhi', the attainment of Hari for one who longs.

vaktraṁ citra-vimugdha-hāsa-madhuraṁ — a face sweet with a wonderfully charming smile; bāle vilole dṛśau — the two eyes tender and rolling.
His face is sweet with a wonderfully charming smile. His two eyes are tender and restless, rolling this way and that. (Watch the parsing: 'bāle' is not 'O girl'; the commentators read it as 'tender,' describing the eyes.)

His words are cool with a childlike sweetness — cooling, they carry off all torment. His playful way of moving is more graceful than the swaying gait of a rutting elephant.

'Ah — who is this, moving ever so slowly, wandering all alone and unseen down the lane of Mathurā?' So the girl exclaims, struck with wonder at the sight of him. Her reaching this vision is the 'siddhi' the verse illustrates.

The verse just piles up features — crown, body, face, eyes, words, gait — with no main verb tying them to a person. Jīva says you complete the sense by supplying: 'He whose crown and the rest are like this — he is the one [she sees wandering].' That filling-in is called adhyāhāra.

For 'mithaḥ' Jīva quotes the Amara-kośa: it means both 'mutually / one another' and 'in secret.' Here the 'secret' sense fits — he moves through the land near Mathurā unseen, privately.
Why cited: Amara-kośa cited to fix the meaning of 'mithaḥ' — that it carries both senses, 'mutually' and 'in secret' — licensing the 'unseen, private' reading here.
