Through sweat and tears his limbs did not just turn to water. That 'not just' is deliberate — it leaves room for a second thing they also became, which L4 supplies.
पसीने और आँसुओं से उद्धव के अंग केवल जलरूप (पिघले हुए) ही नहीं हुए। 'केवल इतना नहीं' कहकर आगे और भी कुछ जोड़ा जा रहा है।
jalatā is the pun of the verse. Literally 'water-ness' (from jala), it echoes jaḍatā, 'inertness' (from jaḍa) — near-identical in sound. The commentators split it: reading one, the wet melting of sweat and tears; reading two (pakṣe), the stupor of a body gone still. Both are the jaḍatā the verse illustrates.
'जलता' ही इस श्लोक का श्लेष है। शब्दशः इसका अर्थ है 'जल-भाव' (जल से बना), और यह 'जड़ता' (जड से बना, अर्थात् निश्चेष्टता) से ध्वनि में लगभग एक जैसा है। टीकाकार इसे दो प्रकार से खोलते हैं — एक पक्ष में स्वेद और अश्रु का गीला पिघलना, दूसरे पक्ष (पक्षे) में शरीर के निश्चेष्ट हो जाने की जड़ता। दोनों ही वह जड़ता हैं जिसका यह श्लोक उदाहरण है।

Viśvanātha walks the words. Yudhiṣṭhira's city is Hastināpura. On 'by the outbreaks of the fire of grief': because that grief-fire works as an obstruction, and with sweat and tears as the means, the limbs did not merely (param = kevalam) reach jalatā — which here he reads as dravatā, fluidity. The 'merely' is doing the work: not only this.
'युधिष्ठिर का नगर' अर्थात् हस्तिनापुर। खेद रूपी अग्नि प्रतिबन्धक बन जाने के कारण, पसीने और आँसू रूपी साधनों से उद्धव के अंग केवल जलता अर्थात् द्रवता को नहीं प्राप्त हुए। इस पाठ में विश्वनाथ 'जलता' का अर्थ द्रवता लेते हैं और क्रिया को नकारात्मक ('नहीं हुए') बनाते हैं।
