An udāharaṇa (illustrative verse) of kṛśatā, 'thinness / emaciation' from longing, per the lead-in kṛśatā, yathā—. The verse is a message to the absent Kṛṣṇa about how his servants are wasting away in separation (the anubhāva of dāsya-viraha).
यह कृशता अर्थात् विरह से हुए दुबलेपन का एक उदाहरण-श्लोक है, जैसा 'कृशता, यथा—' इस भूमिका से जुड़ा है। यह श्लोक दूर बसे कृष्ण को यह संदेश है कि उनके सेवक वियोग में किस प्रकार क्षीण हो रहे हैं — यही दास्य-विरह का अनुभाव है।

The pallor (pāṇḍutā) starts the verse's pāṇḍu- sound-play, picked up by pāṇḍava and pāṇḍu-pakṣa in L4.

O friend of the Pāṇḍavas, plainly it is here — right on these arms — that the pale-winged swan comes down.
हे पाण्डवों के मित्र! यहाँ (उन दुबली भुजाओं पर) स्पष्ट ही पाण्डुपक्ष अर्थात् हंस (कमलनाल समझकर) आ गिरता है।
The śleṣa is on pāṇḍu = 'pale/white': the arms' pallor (pāṇḍutā), the vocative pāṇḍava-mitra, and the swan named pāṇḍu-pakṣa ('pale-winged') all ring the same syllables. The whiteness of the wasted arms is why the white swan is fooled.
यहाँ श्लेष 'पाण्डु' अर्थात् 'पीला/श्वेत' पर है — भुजाओं का पीलापन (पाण्डुता), सम्बोधन 'पाण्डव-मित्र', और 'पाण्डु-पक्ष' नामक हंस, तीनों में वही अक्षर गूँजते हैं। क्षीण भुजाओं का श्वेत रंग ही वह कारण है जिससे श्वेत हंस धोखा खा जाता है।

Jīva unpacks 'of the servants': it means certain servants who have gone away on some necessary errand. And he supplies the implied address to Kṛṣṇa — 'O you who, from Dvārakā, torment [these servants]' — that is the sense.
(यहाँ 'सेवकानाम्' का तात्पर्य है) किन्हीं सेवकों के, किसी आवश्यक कार्य के निमित्त — 'हे द्वारका-तापिन्!', ऐसा अर्थ है।
dvārakā-tāpin is a vocative Jīva reads into the verse; tāpin = 'one who causes heat / torment'. It fits the dāsya-viraha setting: Kṛṣṇa away at Dvārakā is what burns the servants thin.
'द्वारका-तापिन्' यह सम्बोधन जीव श्लोक में कृष्ण के लिए पढ़ते हैं; 'तापिन्' अर्थात् संताप देने वाला। यह दास्य-विरह के प्रसंग में ठीक बैठता है — द्वारका में दूर बसे कृष्ण ही वह कारण हैं जिससे सेवक जलकर दुबले हो रहे हैं।

The word sphuṭam ('clearly') here flags the figure utprekṣā — the poet's fanciful conjecture that one thing is really another (here, that a swan truly mistakes the arms for lotus-stalks).

utprekṣā: the ornament in which the poet imagines the subject to be something else ('as if…'). Jīva says 'clearly' is the tell-tale word carrying that fancy.

और वह उत्प्रेक्षा यहाँ उदात्त नामक अलंकार को व्यंजित करती हुई विरह की अतिशयता को भी व्यंजित करती है।
udātta (as an alaṅkāra): the figure describing exalted grandeur or magnificence. The arms' door-bar hugeness is the udātta note; its collapse into thinness is what makes the viraha register as extreme.
अलंकार रूप में 'उदात्त' वह अलंकार है जो किसी की उन्नत महिमा या विशालता का वर्णन करता है। भुजाओं का अर्गला-सा विशाल होना यही उदात्त का स्वर है; उसी का कृशता में ढह जाना विरह को अत्यन्त तीव्र रूप में प्रकट कर देता है।
