The line opens on heat: waves upon waves of burning torment, rising like an ocean off the sight of Hari's feet. These are what shake the water spoken of next. Viśvanātha will name this heat as the pain of separation from Kṛṣṇa.
हरि के चरणों के दर्शनरूपी समुद्र में उठी संतापों की पंक्तियों के द्वारा — (वह जल मथ दिया गया)।
An udāharaṇa (the lead-in is yathā vā—, "or again, as [here]") in the prīti-bhakti (dāsya) laharī: a servant's cry in separation, longing for the nectar of the Name. The verse runs on a śleṣa (double reading) sustained all four lines — a guru/consciousness layer and a bathing-ford/swan layer — spelled out by both Jīva and Viśvanātha below.

Alas! — here, in this best tīrtha of ours, the cit-water has been churned up by those waves of torment. Read one way the tīrtha is the guru and the cit-water is the consciousness-mind; read the other way the tīrtha is a holy bathing-ford and the cit-water is literal water. Both readings ride together.
हाय! जिसका चित्-जल मथ कर क्षुब्ध हो उठा है, ऐसे इस हमारे श्रेष्ठ तीर्थ में —।

The remedy is named: the nectar of the Lord's names, poured in through the channel of the ears. Hearing is the conduit. In the water-reading these nectars are simply waters led into the ford.

"O fellow-servants, come — pour it in! Then surely the swan of my life will move again." The plea closes on the swan: a haṁsa needs water to live, and here the water is the nectar of Kṛṣṇa's names. Pour that into the ford through my ears, and my dying life-breath will revive.
अरे हे मेरे सतीर्थ जनो! (उस अमृत-जल को कानों में) डालो, जिससे मेरा प्राणरूपी हंस फिर से सचेष्ट हो उठे।
prāṇa-haṁsaḥ, "the life-swan," locks the whole water-imagery together: swan, ford (tīrtha), and the poured nectar-water are one picture across the śleṣa. The speaker is a servant near death from separation, begging fellow-servants for the sound of the Name.
'प्राण-हंस' (प्राणरूपी हंस) समस्त जल-कल्पना को एक सूत्र में बाँध देता है — हंस, तीर्थ (घाट), और उँडेला गया नाम-अमृत-जल श्लेष के आर-पार एक ही चित्र बन जाते हैं। वक्ता वह दास है जो विरह से मरणासन्न है और अपने सहदासों से नाम की ध्वनि के लिए विनती कर रहा है।

Viśvanātha paraphrases the primary reading. "O satīrthāḥ" he reads as "O brothers." The tīrtha-varya, "best tīrtha," he takes as guru-śreṣṭha, the best of gurus — ours. And he splits the verse's cid-ambhas into two things, both churned by the waves of torment: cit, the consciousness-natured mind (citta), and ambhas, the water. The sentence sets the scene; the action (kṣipata) comes in s3.
अरे हे सतीर्थ जनो! हे भाइयो! उन (पूर्वोक्त) तापों की पंक्तियों के द्वारा हमारे इस श्रेष्ठ तीर्थ अर्थात् गुरुश्रेष्ठ में चैतन्यरूपी चित्त और जल रूपी अम्भ — दोनों मथ कर क्षुब्ध कर दिए गए हैं।
Note the split: Viśvanātha reads cid-ambhas as cit (= citta, the mind) plus ambhas (= jala, water), each shaken by the tāpa. This is the guru-and-consciousness layer of the śleṣa; the bathing-ford layer follows in s2.

Viśvanātha completes the sentence and the action: "Into that tīrtha, through the channel that is the cupped ears — a conduit — you all pour the waters that are the Lord's names." He fixes each term of the water-picture: śruti-puṭa = the ears (karṇa-puṭa), parivāha = a channel (praṇālikā), and the nectar-names = water (jala).

Viśvanātha closes by naming the burning at the root of it all: viccheda — separation from Śrī Kṛṣṇa, with whom the devotee had once gained company. So the "waves of torment" that churned the cit-water are the pain of separation after union. This is the dāsya-servant crying to fellow-servants for the nectar of the Name to revive his life-swan.
