This is an udāharaṇa, introduced by the lead-in "yathā vā—" ("or again, take this"): an illustrative verse showing the outward signs (anubhāva) of one drunk on love for Hari — the sage of L4, whom Jīva names as Nārada. Each half-line pairs opposite states (dancing/frozen, laughing/weeping, tireless play/false grief) to display the swings of prema.

dṛṣṭa-ārti-sāmagrīṁ vināthat is, with no visible occasion for grief present dṛṣṭa 'observable' + ārti 'distress' + sāmagrī 'the makings/cause'; vinā 'without'दिखाई देने वाली पीड़ा की सामग्री (कारण) के बिना
iti arthaḥthat is the senseऐसा अर्थ है
analasaṁ yathā syāt tathā — take "analasam" as "in such a way that he is tireless"; apārtham — the word "apārtham"; vyartham dṛṣṭa-ārti-sāmagrīṁ vinā — means "pointless, with no visible occasion for grief present"; iti arthaḥ — that is the sense.
Viśvanātha fixes two words. "Analasam" (L3): he plays in such a way that he never tires. "Apārtham" (L3): it means pointless — that is, with no observable cause of grief before him. Note that where Jīva gives only "without a visible cause of grief," Viśvanātha first spells it as vyartham, "purposeless," and then adds that same explanation.
