Here, says Jīva, even though some of Vraja's followers do carry a portion of praṇaya (a deeper, more intimate love than plain servitude), Rūpa takes note of the famous scriptural words Kṛṣṇa spoke to Uddhava — 'you are my servant, well-wisher, and friend' — and on that ground cites Śrīmad Uddhava as the example of dāsya, the verse beginning 'śuddhāntāt'.
The saying quoted is Bhā.Pu. 11.11.49; its first word 'bhṛtya' (servant) is what makes Uddhava fit the servitude-mood, even though praṇaya could place his love higher.
