This is an udāharaṇa (illustrative verse) of nirveda — self-reproach, disgust with one's own lot — a vyabhicāri-bhāva named in the lead-in (nirvedo, yathā—). Indra speaks. Note the śleṣa running through the verse: the sun has a thousand karāḥ (rays), Indra is sahasrākṣa, the thousand-eyed; and kara also means 'hand', so the rays 'falling at the feet' (next line) reads like hands offered in prostration.
