This begins the udāharaṇa, an illustrative verse (marked 'yathā—') of sevā-niṣṭhā, the service-fixed devotee defined in L1. It is spoken in a devotee's voice, addressed to Kṛṣṇa.

Jīva takes the 'birds' as a figure for ascetics. Your glory leads even the ascetics — bird-like, living in the empty solitary garden — into a beggar's kind of wandering: longing to hear your qualities sung, they make their way to the assembly where that singing happens.

Or else — Jīva's second reading, set beside the first and not cancelling it — the words 'in an empty garden' are a bold hyperbole, spoken out of ecstatic absorption. On this reading the point is the poet's rapture, not a literal claim about birds turning mendicant.
A suspended yad vā: Jīva offers two readings of L5 — first the figurative one (birds = ascetics), now the rhetorical one (poetic overstatement) — and leaves both standing.

A line from Bhavabhūti's Uttara-rāma-carita: in the deserted Janasthāna the noble, deeply piteous deeds make even a stone weep and split the very heart of a thunderbolt.
Why cited: Cited to back the second reading (prauḍhi-vacana): in such poetic rapture even insentient things — stones, the thunderbolt — are spoken of as responding, so 'an empty garden [drawing the birds]' is legitimate bold hyperbole.
