The sheltered devotees (āśritāḥ) come in three kinds. Some are śaraṇyāḥ, shelter-seekers who run to Kṛṣṇa. Some are jñāni-carāḥ, who were once jñānīs. Some are sevā-niṣṭhāḥ, settled simply in serving.
This is the defining line (lakṣaṇa) for the threefold āśrita devotees within dāsya-rasa; the following verse (3.2.22) gives one illustrative verse (udāharaṇa) covering all three.

For now, Jīva says, the one thing to say of them is that they are free of every other desire, because at present they count as pure devotees. Their former jñāna is past; their present mark is desirelessness.
anyābhilāṣitā-śūnya — 'empty of every other desire' — is the first phrase of Rūpa's own definition of the highest devotion (BRS 1.1.11: anyābhilāṣitā-śūnyaṁ jñāna-karmādy-anāvṛtam...); Jīva invokes it to place these former jñānīs among the śuddha-bhaktas.

mumukṣām iti — [the word] 'mumukṣām'; upalakṣaṇatvena — taken as an indicator; śānti-rati-hetuḥ — [so that] jñāna, the ground of śānta-rati; jñāna-tyāge api labhyate — is understood as given up too; ata eva — precisely therefore; jñāni-carāḥ iti — [the word] 'jñāni-carāḥ'; jñānasya api bhūta-pūrvatvam — that their jñāna too is past; darśitam — is shown.
Jīva reads 'mumukṣām' as an upalakṣaṇa, an indicator that stands for more than itself. So casting off the desire for liberation includes casting off jñāna itself, which is the very ground of śānta-rati. And that is exactly why Rūpa says 'jñāni-carāḥ,' formerly jñānīs: the word shows that their jñāna too is a thing of the past.
upalakṣaṇa vs viśeṣaṇa: a viśeṣaṇa states part of what a thing essentially is ('the blue lotus' — blue belongs to it); an upalakṣaṇa merely points, and is itself set aside ('the house with the crow on it' — the crow only locates it, then drops away). Here 'mumukṣā' is upalakṣaṇa: naming the desire for liberation flags the whole jñāna-complex, which is then given up along with it.
