The four items are paired: sukha/duḥkha are what one feels about one's own lot; dveṣa/matsara are what one feels toward others. The line rules out both sides.
ये चारों दो-दो के जोड़े हैं। सुख और दुःख अपनी ही दशा को लेकर होने वाले भाव हैं; द्वेष और मत्सर दूसरों के प्रति होने वाले भाव हैं। यह पंक्ति दोनों ओर के भावों का निषेध करती है।

prathitaḥ, 'well known', is doing argument work here: the verse is quoted precisely to show that śānta is already accepted and named as a rasa, not newly invented.
'प्रथित' अर्थात् प्रसिद्ध — यह शब्द यहाँ तर्क का काम कर रहा है। यह श्लोक इसीलिए उद्धृत किया गया है कि शान्त पहले से ही रस के रूप में स्वीकृत और नामांकित है, कोई नई कल्पना नहीं।

Now some people dispute the rasa called kevala-śānta, śānta and nothing further. He clears their opinion out of the way and sets his own in its place. And he does it by an a fortiori step: if even this bare case counts, how much more the rest. The words that do this are 'even one who is purely śānta — as in the Śrī Viṣṇu-dharmottara'.
अब केवल-शान्त नामक रस के विषय में जो विवाद करते हैं, उनके मत का खण्डन किया जाता है। और 'जब यह भी रस है तो औरों की बात ही क्या' — इस न्याय से अपना मत स्थापित किया जाता है। इसी के लिए 'केवल-शान्तोऽपि श्रीविष्णुधर्मोत्तरे यथा' यह वचन कहा गया।
kaimutya (from kim uta, 'how much more?') is the standard name for a fortiori reasoning: grant the weakest case and the stronger ones follow by themselves. Here the weakest case is the devotee who is śānta and nothing more.
'कैमुत्य' शब्द 'किम् उत' — अर्थात् 'फिर कहना ही क्या' — से बना है, और यही उस युक्ति का नाम है जिसमें सबसे दुर्बल पक्ष को सिद्ध कर देने पर बलवान् पक्ष अपने-आप सिद्ध हो जाते हैं। यहाँ सबसे दुर्बल पक्ष वह भक्त है जो केवल शान्त है, इससे आगे कुछ नहीं।

Śrī Mukunda comments on the phrase 'even one who is purely śānta'. That little api settles the matter. On the question whether this rasa has a standing mood of its own, it leaves not even a whiff of doubt.
श्रीमुकुन्द कहते हैं — 'केवल-शान्तोऽपि' इस पद का 'अपि' शब्द बड़ा काम करता है। रस के स्थायी भाव के विषय में जो सन्देह था, उसकी गन्ध तक यह हटा देता है।
sthāyi-bhāva is the one lasting emotion that a rasa is built on. Whether śānta has one is exactly what the disputants deny, so this is the load-bearing point.
स्थायी भाव वह एक टिकने वाला भाव है जिस पर रस खड़ा होता है। शान्त में वह है या नहीं — विवाद करने वाले इसी का निषेध करते हैं, इसलिए यही मूल आधार वाली बात है।
