The lead-in is atha anubhāvāḥ, 'now the anubhāvas' — the outward, visible signs by which śānta-rasa shows itself in a devotee. This verse and the next two are that list.

Now Jīva places these two items. Thinking highly of perfection and of liberation-while-living is not a mark of every śānta devotee. It belongs to the tāpasas — the ascetics in whom bhakti is present only as ābhāsa, a likeness of the real thing. Read the earlier lakṣaṇa of the tāpasas alongside this.
इन दोनों को बड़ा मानना — यह उन तपस्वियों का लक्षण जानना चाहिए, जिनमें उस भक्ति का आभास मात्र है।
ābhāsa is 'a semblance, a reflected likeness' — a light that resembles the source without being it. Here: their devotion looks like bhakti but has not shed the wish for liberation, which is why they still prize siddhatā and jīvan-mukti.
आभास का अर्थ है झलक, प्रतिबिम्ब-सदृश आभा — ऐसा प्रकाश जो मूल के समान दीखता है, पर मूल नहीं होता। यहाँ भाव यह कि उनकी भक्ति भक्ति-जैसी दीखती अवश्य है, पर मुक्ति की चाह अभी छूटी नहीं; इसीलिए वे सिद्धता और जीवन्मुक्ति को अब भी बड़ा मानते हैं।
