This is an udāharaṇa of pādābja-tulasī-gandha, 'the scent of the tulasī at his lotus feet', named in the lead-in as an uddīpana of śānta-bhakti-rasa; Rūpa quotes it from the third canto (Bhāgavata 3.15.43).

Now the subject arrives, and it is only a breeze. Not the Lord, not his form, not even the tulasī — just the air that has picked up the honey-scent of a tulasī leaf that was lying against his feet. Keep count of how far removed that is from him. The rest of the verse tells you what this much did.
उन चरण-कमलों के किंजल्कों से मिली हुई तुलसी — उसके मकरन्द की गन्ध लिये हुए वायु। पहली पंक्ति से चला आ रहा सारा वर्णन इसी एक 'वायुः' का विशेषण है।
kiñjalka is the ring of fine filaments inside a lotus; carried over to a foot, it is what lies at the base of the toes. Viśvanātha will read it as the toenails.

Here is the payload. That breeze shook them up — and it shook both halves, mind and body. And who were they? Men whose whole life is the imperishable Brahman. Even them. That little word api is the whole point of quoting this verse.

Viśvanātha sets the verse up by measuring distance. That his own bodily sweetness should carry those sages past even brahmānanda and drown them in itself — that hardly needs saying. Here it is far less than that. The wind is attached to the tulasī; the tulasī is attached to one of his limbs. Two steps removed. And even that much knocked the sages off their footing and beat them. That is why the verse is quoted: tasya…

He decodes the compound piece by piece. The 'filaments' of the lotus feet are the toenails — white with a red glow, exactly like the fine threads inside a lotus. A tulasī leaf was lying among them. The breeze picks up that leaf's honey. Then 'inside them': not merely into the body, but into the antaḥ-karaṇa, the mind. And it did not enter as a guest. It entered as if to take charge of the place.
दोनों चरण-कमलों के जो किंजल्क हैं, वे हैं श्वेत और अरुण कान्तिवाले नख। उनसे मिली हुई जो तुलसी, उसके मकरन्द से जुड़ा वायु। वह उनके भीतर, अर्थात् अन्तःकरण में जा पहुँचा — मानो वहाँ अपना ही अधिकार जमाने के लिए घुस आया हो।
antaḥ-karaṇa, the 'inner instrument', is the standard word in Indian philosophical usage for the whole inner apparatus — mind, intellect, sense of I. Viśvanātha uses it here simply to fix what antar means in the verse: the breeze got into the mind, not just the nose.
अन्तःकरण भारतीय दर्शन में मन, बुद्धि और अहंकार — इस पूरे भीतरी यन्त्र का नाम है। विश्वनाथ इसे यहाँ केवल यह ठहराने के लिए लाते हैं कि श्लोक का 'अन्तः' क्या है — वायु नाक तक नहीं, मन तक पहुँचा।

An objection. Barging into someone's private quarters uninvited is bad manners — the sages themselves got into trouble for exactly that. So how does this breeze get away with it? Viśvanātha answers with the verse's own word: sva-vivareṇa, 'by its OWN opening'. The nostril belongs to the wind. It is the wind's door. Who would a man ask permission from to walk through his own door? That is why the poet wrote sva-.
कोई कह सकता है — बिना आज्ञा दूसरे के अन्तःपुर में यों अकस्मात् घुस जाना उचित नहीं, जैसा सनक आदि के साथ हुआ था। इस पर विश्वनाथ युक्ति देते हैं। 'स्व-विवर' का अर्थ है नाक का छिद्र। और नाक का छिद्र तो वायु का ही अपना छिद्र है, किसी और का नहीं। फिर अपने ही घर में घुसने के लिए वह किससे आज्ञा माँगे — यही भाव है।
The comparison to Sanaka and his brothers points at their unannounced approach to the Lord's inner quarters — the episode this very part of the Bhāgavata's third canto is telling.

He puts the two in order. Mind first: the breeze forced it down into a spinning, joy-soaked state and shook it there. Body second: trembling, tears, hair standing up, sweat, and the rest of that list. So the verse's dual, 'mind and body', is not one event but two, in sequence.

kampa, aśru, romāñca, sveda are sāttvika-bhāvas — the involuntary bodily signs that a rasa has actually landed. Naming them here says that what the sages went through was not an idea but a full bodily event.

Here is the picture behind the whole comment. An invader who wants to rule another man's country does it in two steps: first he seizes the governor and leaves him reeling; then he marches his army over the land itself. Match it up. The breeze is the invader that came in to take charge. The mind is the governor — seized first. The body is the country — trampled second, and the trampling is the trembling, tears and sweat. The analogy is offered to justify the order of the verse's two words, mind then body; it is not saying the Lord's sweetness is hostile. What is 'conquest' for the invader is being drowned in joy for the sages.
लोक में भी यही देखा जाता है। कोई साधारण मनुष्य भी जब दूसरे के देश पर अपना अधिकार जमाना चाहता है, तो पहले उस देश के अधिपति को बाँधकर, लूटकर, क्षुब्ध करता है। उसके बाद उस देश को भी अपनी सेना से रौंदवा डालता है। यहाँ भी क्रम वही रहा — पहले चित्त, फिर शरीर।

The hard question. These men's minds are already full — made of brahmānanda and nothing else. A full vessel takes no more. So how can the Lord's ānanda move in and remake such a mind into its own? Viśvanātha's answer is just to point back at the verse: akṣara-juṣām api, 'even of those who live on the imperishable'. The poet already anticipated the objection with that api.
कोई कह सकता है — ब्रह्मानन्द में ही रमे हुए उन मुनियों का चित्त तो ब्रह्मानन्दमय ही है। फिर भगवान् का आनन्द उसे अपने-मय कैसे बना ले? इस पर विश्वनाथ श्लोक का ही पद दिखाते हैं — 'अक्षर-जुषाम् अपि'।

iti bhāvaḥthat is the sense of itयही भाव है
evam eva asya mādhurya-ādhikyena balavattvam iti bhāvaḥ — just so: because his sweetness is greater, it is the stronger; that is the sense
evam eva — इसी प्रकार; asya — इसकी; mādhurya-ādhikyena — माधुर्य की अधिकता के कारण; balavattvam — बलवत्ता; iti bhāvaḥ — यही भाव
And the answer is the whole teaching of the verse. Two joys meet, and the Lord's is the greater — greater in sweetness, therefore stronger. The stronger one wins the room. That is why a mind already full of brahmānanda could still be shaken. Read the verse this way and the api is not a flourish; it is the proof.
इसी प्रकार माधुर्य की अधिकता के कारण इसकी बलवत्ता सिद्ध होती है — यही भाव है।
