The verse begins describing the one on whom śānta-rasa rests. His body is not made of matter at all — it is solid being, awareness and joy, with nothing diluting it. And among all the ātmārāmas, those who find their satisfaction inside themselves, he stands as the crown-jewel.
उसका शरीर सत्, चित् और आनन्द से ठसाठस भरा है। उसमें इनके सिवा और कुछ मिला हुआ नहीं। और जो अपने ही में रमते हैं, उन सबमें वह सबसे ऊपर है।
ātmārāma — 'one who takes his delight in the ātmā (the self)'. The word matters for this laharī: the śāntas will themselves be called ātmārāmas at L6–L7, and here Hari is named the topmost of that very class — so the object of śānta-rasa is described in the śāntas' own vocabulary.
'आत्माराम' का अर्थ है — जो आत्मा में ही रमण करता है। इस लहरी के लिए यह शब्द विशेष महत्त्व रखता है: आगे L6–L7 में शान्त भक्तों को ही आत्माराम कहा जाएगा, और यहाँ हरि को उसी वर्ग का शिरोमणि बताया गया है। अर्थात् शान्त-रस के विषय का वर्णन शान्तों की ही शब्दावली में किया जा रहा है।

Now the names and qualities pile up. He is the Paramātmā. He is the supreme Brahman. He is peace itself, sense-controlled, pure, master of himself. Notice which qualities are picked out — they are exactly the qualities a peaceful sage prizes. The object of this rasa is described in terms the śānta devotee already loves.
वही परमात्मा है, वही परब्रह्म है। शान्ति, इन्द्रिय-संयम, पवित्रता और आत्म-वश — ये सब उसी के रूप में कहे गए हैं। यहाँ ये गुण भक्त के नहीं, स्वयं हरि के बताए जा रहे हैं।
śama, dama, śauca, vaśitva are the standard virtues of the quiet, renounced life. Here they are predicated of Hari himself, so that the śānta devotee meets in him the very calm he is cultivating.
शम, दम, शौच और वशित्व — ये शान्त, त्यागमय जीवन के प्रसिद्ध गुण हैं। यहाँ इन्हें स्वयं हरि का ही स्वरूप कहा गया है, जिससे शान्त भक्त जिस शान्ति को साध रहा है, वही उसे हरि में मिल जाती है।

He is always in his own true form — he never has to reach it, he never leaves it. And he is the one who hands out the highest destination even to the enemies he strikes down. Kill him or love him, you get the same goal from him.
वह सदा अपने ही स्वरूप में रहता है। जीव को अपना स्वरूप किसी समय पाना पड़ता है, पर उसे नहीं — वह सदा उसी में है। और जिन शत्रुओं को वह मारता है, उन्हें भी वह गति दे देता है।
gati here is the destination a soul reaches — the very thing the śānta devotee is aiming at. That he grants it even to those he slays says how freely he gives it.
यहाँ 'गति' का अर्थ है वह स्थान जहाँ जीव पहुँचता है — वही जिसे शान्त भक्त पाना चाहता है। जिन्हें वह मारता है, उन्हें भी वह यही दे देता है — इससे पता चलता है कि वह इसे कितनी उदारता से बाँटता है।

वे सर्वव्यापक हैं और सब गुणों से युक्त हैं। ऊपर जितना कहा गया, वह सब हरि का ही वर्णन था। इस शान्त-रस का आलम्बन वही हरि हैं।
ālambana (the 'support') is the first of the vibhāvas — what a rasa rests on. It has two halves: the viṣaya, the object loved, and the āśraya, the person in whom the love sits. This verse gives the viṣaya (Hari); the next verse gives the āśraya (the śāntas).
आलम्बन विभावों में पहला है — जिस पर रस टिकता है। इसके दो अंग होते हैं: विषय, अर्थात् जिससे प्रेम किया जाता है, और आश्रय, अर्थात् जिसमें वह प्रेम बैठा है। यह श्लोक विषय बताता है — हरि; अगला श्लोक आश्रय बताएगा — शान्त भक्तगण।

Now the other half of the support: who carries this mood. They are people in whom rati, real loving attachment, has appeared. And it appeared for one reason — mercy. Either Kṛṣṇa's own, or that of someone dear to him. Without that mercy they would still be quiet sages and not śānta devotees at all.
