ālambanāḥare the ālambanas — the persons the mood rests onआलम्बन हैं — वे व्यक्ति जिनके बिना यह भाव टिक ही नहीं सकता
matāḥare held to be, that is what the tradition acceptsऐसा माना गया है
asmin — in this śānta rasa; caturbhujaḥ ca — the four-armed Lord, and; śāntāḥ ca — the śānta devotees; ālambanāḥ — as the supports; matāḥ — are held to be
In this rasa the ālambanas are two. One is the four-armed Lord. The other is the śānta devotees themselves. Both together are accepted as the supports of the mood.
ālambana is the "resting place" of a rasa — the persons without whom the mood has nothing to stand on. It splits into the viṣaya (the one the love is aimed at) and the āśraya (the one who holds the love); Viśvanātha assigns the two halves of this line to those two slots.

Here he is, shining out before me. His form is dark. He is beautiful, and he has four arms.
An udāharaṇa — an illustration of the ālambana just defined in 3.1.7, spoken in the voice of a śānta. Jīva takes the speaker to be a jñānī-śānta; Mukunda takes him to be an ascetic in whom prema has arisen.

ānanda-rāśiḥa heap of joy — joy piled up in a bodyआनन्द की राशि — आनन्द का ढेर ही जिसका स्वरूप है
akhila-ātma-sindhu-taraṅgaḥhe is the sea whose waves are all the selves a compound the commentators read from the inside out: the jīvas are the waves, he is the water they rise onसमस्त आत्माएँ जिसकी तरंगें हैं, ऐसा समुद्र — अर्थात् जीव लहरें हैं और वह वह जल है जिस पर वे उठती हैं
ānanda-rāśiḥ — a heap of joy; akhila-ātma-sindhu-taraṅgaḥ — the sea of which all selves are the waves
He is joy heaped up. All the selves are waves, and he is the sea they rise on.
Jīva says the wave-and-sea image is meant to carry one point only — that the jīva is a part and the Paramātmā the whole from which it comes; it is not making the jīva into the sea. He also records a second reading of this compound (see his ninth note).

Granted the objection. On the strength of "yan martya-līlaupāyikam," the two-armed form has more power to pull the śānta in. So first place as ālambana ought to go to that form, and Rūpa will later illustrate exactly that with "pradhāsyati mahat tapaḥ." Still, take the line of "yūyaṁ nṛ-loke." There the two-armed form stands hidden; śāntas do not meet it all the time. The four-armed form is what they experience again and again. That is why it is given the first place here.

viṣaya and āśraya are the two halves of ālambana: the one loved and the one who loves. Viśvanātha reads the verse's two nominatives as filling exactly these two slots.

Why cited: Cited to show that it is the two-armed Kṛṣṇa whom the paramahaṁsa sages resort to — the ground of the objection that the two-armed form should hold first place as the śānta's ālambana.

Two proofs are offered. Kuntī's words in the First Canto, and "yan martya-līlaupāyikam" in the Third. Both show the two-armed form has the greater power to draw the śānta. nīte sarvadā tat anubhavati itiso one does not experience it at all times the printed text here is unsteady; the sense the argument needs is a denial of constant experienceवह सर्वदा उसका अनुभव (नहीं) करता — यहाँ मुद्रित पाठ स्थिर नहीं है; दलील को जिस अर्थ की आवश्यकता है वह नित्य अनुभव का निषेध ही है

ity-ādi-ukta-diśā — in the manner stated there; dvibhujasya gūḍhatvena avasthāna-ukteḥ — because the two-armed form is said to stand hidden; nīte sarvadā tat anubhavati iti — so it is not what one experiences at all times; iti caturbhujatvasya eva tad-ākarṣaṇa-prācuryeṇa anubhavāt — so, because it is the four-armed form's drawing power that is experienced abundantly; prādhānyam darśitam — its primacy has been shown

Now the answer. That passage says the two-armed form stands hidden. So the śānta does not meet it all the time. What he meets again and again is the four-armed form and its pull. That is why the verse gives the four-armed form first place.
The printed reading of one word in this sentence (nīte) is unsteady; the argument requires the negative sense — the two-armed form is not experienced at all times — which is what the gūḍham of the quoted verse supplies.
