Viśvanātha first clears away a question. Earlier the text split pure rati three ways — sāmānyā, svacchā and śānti (2.5.8). So why is only śānti treated as a rasa here? Because the general kind is too blurred to stand out, and the clear kind keeps shifting from one shape to another. Neither can hold still long enough for the whole apparatus of rasa to ripen in it. With that in mind Rūpa writes this verse. Then Viśvanātha runs the verse word by word. 'Yogīs' means the śānta devotees. Back in their jñānī days they tasted brahman-joy in samādhi. Now, when they taste rati, their happiness is made of the Lord — crowded with the flashing forth of Bhagavān in his sat-cit-ānanda form — and yet it is still mostly of that old brahman-joy's kind. What it is not of the same kind as is the endless happiness of the devotees in dāsya and the moods above it. And even inside this happiness there is a ranking: the Lord's joy beats brahman's joy. That is what the second line, beginning 'but', is for.
The threefold division of śuddha-rati at 2.5.8: sāmānyā, rati that is present in a general, unfocused way; svacchā, rati that is clear like crystal and so takes on the colour of whatever mood is near it, and therefore keeps changing; śānti, rati settled in peace. Viśvanātha's point is that a rasa needs a stable base, so only the third qualifies.

ātma-sukham aghanaṁ — 'the joy of the self is not dense'; aniviḍam — that is, not packed tight; īśamaya-sukhāpekṣayā — set against the happiness made of the Lord; nyūnam — it is the lesser; iti yāvat — that is all that is meant.
What does 'not dense' mean? Viśvanātha gives one plain synonym — not packed tight — and then says the real point: measured against the happiness made of the Lord, the joy of the self is simply less. And he closes with iti yāvat, 'that much and no more', so nobody reads the word as calling the self's joy worthless. It is real joy; it is only thinner.
