Rūpa Gosvāmī names his own book inside the verse: the work is an ocean (sindhu) of the nectar (amṛta) of bhakti-rasa, and its four vibhāgas are its four quarters — eastern, southern, western, northern. So "third, called Western" is simply: the third quarter of this book.

abheda-upacāra: treating two distinct things as one for the sake of speech. Homely case — "the platform is shouting": the platform holds the shouters, and lends them its name. Here the standing mood (śānta and the rest) is what rasa arises in, so it takes rasa's name and we say "śānta-rasa."
अभेद-उपचार का अर्थ है — दो भिन्न वस्तुओं को कहने भर के लिए एक मान लेना। जैसे साधारण बोलचाल में कहते हैं 'मंच चिल्ला रहा है' — चिल्लाते तो मंच पर खड़े लोग हैं, पर मंच उन्हें अपना नाम दे देता है। यहाँ भी शान्त आदि स्थायी भाव वे आधार हैं जिनमें रस उत्पन्न होता है, इसलिए वे रस का नाम पा जाते हैं और हम 'शान्त-रस' कह देते हैं।
